TARGET OF SAAKSHAR BHARAT MISSION The mission´s focus is on women and adolescents, but this is not exclusive - gender is seen in conjunction with caste, ethnicity, religion, and disability. The programme has a particular focus on people in rural areas where illiteracy can be highest. For each focus group and area, there is a specific target, approach and strategy, due to its community-centred approach.

CRITERIA FOR SAAKSHAR BHARAT MISSION Eligibility criteria for coverage under Saakshar Bharat. - A district, including a new district carved out of an erstwhile district that had adult female literacy rate of 50 per cent or below, as per 2001 census, were considered eligible for coverage under the Saakshar Bharat programme. In addition, all left wing extremism-affected districts, irrespective of their literacy rate, were also eligible for coverage under the programme. There were 365 districts in the country that had adult female literacy rate of 50 per cent or below. Home Ministry had declared 35 districts as left wing extremism affected districts. However, 30 left wing extremism affected districts also had adult female literacy of 50 per cent or below. Initially 370 having the adult female literacy of 50% or below as per 2001 census that qualified for coverage under the programme.

SOME IMPOTANT COMPONENT BASIC LITERACY PROGRAMME :The ALP(Adult literacy programme)is a basic literacy programme which endeavours to provide basic learning opportumities to young people and adults(mostly women)aged between 11 and 45 years old with little or no literacy skills. SKILL DEVOLOPMENT PROGRAMME : Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is the flagship scheme of the Ministry of Skill Development & Entrepreneurship (MSDE). The objective of this Skill Certification Scheme is to enable a large number of Indian youth to take up industry-relevant skill training that will help them in securing a better livelihood.

EQUIVALENCY PROGRAMME IN INDIA The National Institute of Open Schooling (NIOS) offers the Open Basic Education Programme as an equivalency programme that targets children and is also offered for adults in the 15+ age group through open and distance learning methodology. Since 2002, the Government of India has recognised the Open Basic Education (OBE) Programme as a programme that is equivalent to formal schooling. The NIOS is the first and, at present, the only institution in the country to offer programmes from primary to senior secondary levels through open schooling

SAAKSHAR BHARAT MISSION IN INDIA Saakshar Bharat is the centrally sponsored nation-wide literacy scheme of the Indian Department for School Education and Literacy (DSEL) focusing on increasing women´s literacy in India. It was launched by the prime minister on International Literacy Day in September 2009. Its aim is to significantly reduce the number of non-literate adults in India and foster an environment within communities that encourages lifelong learning. Whilst the 2011 census showed that India´s literacy has reached 74.04%, an increase of 9.2% from the 2001 census, the literacy rate of women continues to be significantly lower at 65.46%, compared to men’s rate of 82.14%. The programme´s focus is on reducing this gender disparity and thereby achieving the government´s target of 80% national literacy.
