Submission of Proposals Proposals are due by electronic submission on April 17, 2019 at 2:00 pm The link for bid submission have been posted with the bid details at http://forms.procurement.wayne.edu/Building_Design.html beginning April 3, 2019 Proposals are limited to 25 pages total. Goals Establishing a Collaborative Vision for TechTown Innovation Campus coordinated with the WSU Master Plan. I2C Building Improvements. I2C Site Improvements.
Scope of Work Design Professional will be the Architect of Record. Detroit Collaborative Design Center (“DCDC”) will lead the work with TechTown, WSU, and Project Stakeholders (See Exhibit “A” for detailed scope and how the Architect of Record integrates into the DCDC process). Includes Phases 001, 002, and 003 of the TechTown Innovation Campus Phasing Plan (Exhibit “D”). Responsibilities Include: Working with Project Stakeholders to develop a conceptual design. Incorporating WSU Requirements into the design. Incorporating AHJ requirements into the design. Base CAD files for use in conceptual renderings and imaging. Final detailed budget and schedule to use in obtaining funding for the next phases.
Program Elements Opening the I2C building to the neighborhood. Main entry experience into building. Determining whether office space re-work is needed in the I2C Building. Physical gathering space exterior that is open to community. Focusing on intersections of public space and the campus’s use of the site, especially at Cass and Burroughs as well as along Burroughs from Cass toward Second. Connectivity to TechTown. How site engages Microgrid, Green Home, etc. Access around alley between I2C and 6001 Cass. Parking adjustments. Examining the connection between the university's art gallery and site. Coordinating with the Platform on their activity in 6001 Cass. Improving the pedestrian experience on Burroughs, Cass, York and Second.
Project Deliverables Conduct an in-depth study, INCLUDING AN ON-SITE VERIFICATION OF EXISTING CONDITIONS, of the previously completed construction documents. Prior to design, perform a site visit to thoroughly inspect existing equipment and test/inspect to ensure the existing system functions and will perform in accordance with the design recommendations. Refer to Exhibit “A” for scope delineation and supplemental requirements between DCDC and the Architect of Record. Confirm definition of the roles and responsibilities, relationships and cohesiveness between all parties. Develop base CAD files for DCDC use in conceptual renderings and imaging. Provide supplemental service recommendations to determine the feasibility of the conceptual plans. This is including, but not limited to recommendations for civil, landscape, structural, mechanical, electrical, plumbing systems. Basic utilities, including availability, capability, and environmental impact.
Project Deliverables (continued) Coordinate and implement all furniture and equipment requirements into design. Assist DCDC (as required) with the design and drawings to support the Short-term Catalysts that will be implemented on the site during the Spring/Summer 2019. Upon completion of the conceptual design, develop a detailed design and construction schedule for future project phases (Refer to §18). Development of cost/benefit analyses of program options. Attend meetings with WSU Stakeholders and DCDC as required. Project Budget: Develop final estimate of total project cost with sufficient detail to support the design intent. This budget will be used to obtain funding for Phase 004 of the I2C project (Refer to §19). Review of design documents with WSU Stakeholders at appropriate stages of the design process.

Other Information All Proposals are subject to the State of Michigan Freedom of Information Act If awarded a contract, VENDOR must provide a Certificate of Insurance as outlined in Schedule B Vendors should include any Supplier Diversity information (self or sub-contractors) Construction or construction like work must be performed at Prevailing Wage Rates Wayne State has a smoke- and tobacco-free policy for indoor and outdoor spaces
