OGC Restructuring OGC is undergoing a reorganization of the Post-Award area. Personnel changes will require reassignment in PI constituency. We will not finalize PI reassignments until the current review cycle and Stimulus grant review have been completed and the FY 2010 portfolio of research grants is determined.

Website Visitors

OGC Website We need your feed-back and suggestions! The website should be considered a “live” document that will continue to evolve – if you want it to be optimally helpful to you and your program, let us know what you would like to see posted!

It will reopen in its new location on May 18.

NIH Update Introduction of new scoring system for all NIH grants beginning with the current review cycle Scoring transitions to 1-9 scale All grants will be scored, but some grants will receive designation that they are not eligible to be resubmitted Grants can only be resubmitted ONE time Details and updates available on OGC website

NIH Updates NIH Public Access Policy requires scientists to submit final peer-reviewed manuscripts that result from NIH grants accepted for publication after April 7, 2008, to the digital archive PubMed Central. Compliance with this policy is a term and condition of award. Please see NIH Public Access website for details!

NIH Stimulus $ 10.4 billion awarded to NIH as part of President Obama’s American Recovery and Reinvestment Act (ARRA) Several different mechanisms to disburse stimulus funds Challenge Grants (RC1) Grand Opportunity Grants (RC2) Competing and Administrative Supplements Stimulus-Specific RFA’s

All submissions went in on time OGC Pre-Award Team Deserves a Hand!! NIH Stimulus Psychiatry Stimulus Submissions: 70 Primary Submissions (about 50% of annual!) 32 Subawards 102 total submissions in six week period between announcement March 9 and due dates in April All submissions went in on time OGC Pre-Award Team Deserves a Hand!!

NIIH Stimulus All Stimulus-related funding will be subject to enhanced reporting rules Quarterly financial and progress reports! Other details to be published by end of May Grants will have to be spent as budgeted and you need to be ready to hit the ground running! Measures have been taken to ensure rapid activation and recruitment of staff.

Other Research Updates Please mark your calendars for WPIC Research Day 2009 which will be held on Thursday, June 4, 2009, BST Lobby JCAHO (Joint Commission) visited UPMC Presby, Shadyside and WPIC campus during the week of April 19 – all three campuses passed inspection

BDI and Copyright Update All Research programs continuing to use the original BDI (BDI-I) are required to report their usage during FY 2009 by June 1, 2009. In your cover e-mail, please include a projection of usage for FY 2010. This information is needed to renew the license for BDI-I for FY 2010. Presentation of Copyright Issues will be given at the first RAF in FY 2010.

Research Excellence Awards Research Staff of the Year: Donna Lutheran, Office of Academic Computing Unprecedented number of research staff nominations received (22) – several individuals received multiple nominations Celebrate the nominees within your program!

Budget Update FY09 has been a very challenging budget year Flat funding of NIH grant continuation years Average 13% cut in new grants Significant reduction in endowment income due to market losses Cut in State Appropriation

Budget Update Reduction in PI Hard Fund Allocation has led to hardship in many programs As we near the end of the FY, please do NOT “spend up” hard funds! Doing so will likely further increase the institutional deficit with which we will end FY09 -- and lead to the need for further reductions in FY10!

Reasons for Hope that FY10 will bring RECOVERY Recovery Act (Stimulus) Funding -- + $$?? Anticipated move in paylines  additional grants funded in current rounds First annual increase for NIH grants: continuation years awarded at NOGA stated levels – end of level funding! Anticipated increase in “regular” NIH budget over the next four years

FY10 Budget However, we will not know the degree to which recovery will occur in FY10 until the end of Federal FY09 (9/30/2009) by when all Stimulus funding will have been committed In the interim, FY10 Budgets had to be developed applying FY09 budget rules and constraints

Research Faculty Meeting Dr. Kupfer has scheduled a meeting with Research Faculty on May 28th at 3:00 pm in the WPIC Auditorium to present an update on WPIC Research Please make sure this meeting is on your PI’s schedule! Important information will be shared!

RAF’s 2009/2010 Will continue QUARTELY format Announcements will be posted on the website on a regular basis – please start checking the website for new postings! Dates will be announced as soon as auditorium schedule is available: September, December, March and June
