CAFE results  PM2.5 objectives Better regulation AQD revision CAFE results  PM2.5 objectives Better regulation Experience with implementation Flattening/reverse of PM10, NO2 trends after 2000 >1/3 of all zones exceeding PM10 daily LV >1/5 of all zones exceeding NO2 annual LV+MoT Abatement Often weak and/or late measures Availability of Community measures NO2 – dieselisation, increasing NO2/NOx ratio

What’s new (1) Environmental objectives for PM2,5 Concentration cap (limit value) 25µg/m3 annual average to apply everywhere Exposure reduction target Reduce national average measured urban background concentration by 20% between 2010 and 2020 subject to later review where differentiated, legally binding objectives are to be proposed Exposure reduction target should drive measures to deliver the objectives of the Thematic Strategy

Limit value still in force, but at LV+MoT level ! What’s new (2) Addressing compliance problems (Article 20) Time extension once, up to 5 years, subject to conditions Updated air quality plan available, all measures considered A) Attainment date not yet arrived (NO2) B) Attainment data passed (PM10) Additional rationale needed (site specific charactersitics) Limit value still in force, but at LV+MoT level !
