ROADSPACE UTILISATION Rob Simmons (Colas Ltd) John Birkenhead (Skanska) Highways Term Maintenance Association

Trade association representing contractors and consultants, formed in 2005 Members maintain approximately 200,000 km of UK roads Industry employs around 30,000 people . Annual value of works is over £3.6 billion Extensive delivery experience

Members & Associate members

Background to the project Congestion during peak period so travel off-peak Works in off-peak period, with increasing restrictions Works programmes becoming more inefficient

Project brief Consider optimal roadspace utilisation recognising needs of stakeholders Consider alternative options Recognising implications for safety, cost, life of network So what did we do? A roadspace utilisation model to assess options in a considered and structured approach

Roadspace utilisation model How does it work? Scenarios/considerations/categories are agreed with stakeholders prior to assessment Series of scenarios, but limited to three in the example – restricted/unrestricted/full closure Selected four standard considerations – safety/environment/value for money/public perception

Roadspace utilisation model Series of categories Each choice generates a simple score – in form of 5/3/1 or red/amber/green Score is discussed with stakeholders before selecting final delivery model

Roadspace utilisation model Run model v3

Benefits Longer shift, more output, shorter programme Reduction in scheme cost New products, equipment, methods Provide opportunities for contract incentives

The next step Engage with stakeholders for further development, but how? HTMA mailbox - secretariat@htma.info marking your correspondence with ‘Roadspace utilisation project’ Business cards – hand in at the end of the presentation Review at next HTMA service delivery working group meeting

Thank you for listening Any questions?
