Labour Inspectorate in Denmark Has approximately 750 employees Approximately 400 works in the inspection centres. Inspection of the enterprises –Screening, which is a quick review of the working environment at the enterprise with a view to assessing whether it should be subjected to adapted inspection.Screening –Adapted inspection, in which the Danish Working Environment Authority targets its resources on the enterprises which have the most hazardous working environment conditions. The inspection is solution-oriented and takes into consideration the enterprises' own efforts to improve the working environment and standards of working conditions in the enterprise. As an element of the adapted inspection, the Danish Working Environment Authority breaks down the enterprises into three levels for the purpose of using the resources on the enterprises, which have the greatest needs. –Detailed inspection takes the form of inspection of problems or problem areas, including examination of work-related accidents, diseases and ailments. –Supplier inspection takes the form of inspection of safety and health for the users of one or more of the suppliers' products. –Project and counselling inspection, includes inspection of the rights and duties of the project and counselling parties in compliance with the Danish Working Environment Act. –Special inspection includes inspection of lifts, boilers, containers, pipeline systems, natural gas plants, risk enterprises and genetics laboratories. Manufacturing controls are performed in case of boilers for the purpose of export and import.

screening How to carry out the screening Screening visits are unannounced. Thus the enterprise is not notified in advance of the timing of the screening visit. The screening starts with the Danish Working Environment Authoritys asking the enterprise about its efforts to create a safe and healthy working environment. The enterprise is asked, among other questions, whether it has prepared a written workplace assessment and whether it has established an Internal Safety Organisation if it is subject to the rules to do so. The Danish Working Environment Authority subsequently makes a brief review of the health and safety of the enterprise. Consequences of screening A screening is a quick review of the health and safety conditions of the enterprises. The primary aim of the screening is to assess whether the health and safety conditions are good or not so good. If the health and safety conditions are in order, the Danish Working Environment Authority will usually not revisit the enterprise any time soon. If, on the other hand, some health and safety conditions warrant closer examination, the Danish Working Environment Authority will carry out what is known as adapted inspection.

Rescreening Whether or not they have been selected for inspection during the screening, all enterprises will, as previously, be eligible for visits by the Danish Working Environment Authority if complaints are made or in case of occupation accident reports. Consequently, the Danish Working Environment Authority will always be in a position to inspect an enterprise, even if the enterprise was not selected for adapted inspection. The Danish Working Environment Authority will also carry out rescreenings. This means screening of enterprises which have already been scree-ned, but which have not been selected for adapted inspection. The obligation to establish an occupational health service unit will cease after the screening If the enterprise is under an obligation to be a member of or to establish an occupational health service unit, this obligation will cease after the screening. Which enterprises are the first to be screened Enterprises in sectors that were previously under an obligation to be affiliated with an occupational health service unit will be screened in the period Enterprises with a health and safety certificate are exempt from screening, because they are able to document that they prioritise health and safety.health and safety certificate

Health and safety certificate Benefits of a health and safety certificate Enterprises that obtain a health and safety certificate meet the statutory health and safety requirements. The Danish Working Environment Authority will therefore only in special cases supervise enterprises with a health and safety certificate. Inspection or certification The certificate can be obtained according to two models: –Accredited inspection of the enterprise or of one or more of its production units –Accredited certification of the working environment management system of the enterprise or of one or more of its production units. Enterprises are free to choose the model according to which they wish to obtain the certificate and the accredited body they wish to use.

Accredited inspection The inspection model has been developed for small enterprises where it would not be natural to establish the management systems. Enterprises that choose to obtain a certificate through inspection must meet a number of requirements both in relation to their own measures to protect health and safety at work and in relation to the material working environment. Material working environment: For accredited inspection considerable importance is attached to inspection of the material working environment. In order to obtain a health and safety certificate, the enterprise or the production unit must not have any health and safety problems that would result in an improvement notice from the Danish Working Environment Authority. Individual initiatives of the enterprise: The enterprise must meet a number of formal requirements in relation to its individual health and safety initiatives. The requirements include the formulation of a health and safety policy, preparation of a workplace assessment and written documentation of other factors concerning its individual initiatives. A certificate according to the inspection model is valid for three years and subject to renewal.

Accredited certification For accredited certification importance is attached to the enterprise having established a working environment management system ensuring continued momentum in the health and safety work. The management system is subject to a number of special requirements, but by and large they correspond to the requirements in relation to other working environment and quality management systems. In terms of contents, the requirements of the inspection model – both in relation to the material working environment and to the individual health and safety initiatives of the enterprise – must be integrated in the management system. After accredited certification a health and safety certificate is issued for up to three years. The certification body will inspect the system at least once a year. Procedure When, according to its own assessment, an enterprise meets the requirements to obtain a certificate, it may contact an accredited inspection or certification body. Accredited bodies must fulfil certain requirements with regard to their competence and capacity and they are supervised in this respect and in respect of the way they perform inspections/certifications. Thus the accreditation guarantees that inspections/certifications are always of a high professional quality and performed on a uniform basis. Enterprises are free to choose between the accredited inspection and certification bodies and they may invite quotations from the inspection or certification body before the work is commenced.
