Evaluation of training The EAS project Working party composed of representatives from all the institutions’ training departments Pragmatic approach : each institution selects one training programme for a more in-depth evaluation Will look at the qualitative and quantitative aspects Benchmarking with DISPA network and will share the results with them

Evaluation of training The four classic levels of evaluation (Kirkpatrick): The « feel-good » end-of-course factor Participant learning Effective application by the participant in her/his workplace Impact on organisation

Evaluation of training Initial pilot schemes will look principally at level 2 but touch on level 3 evaluation Limited in first phase to self-assesment Voluntary approach

Evaluation of training Key issues How to establish cause and effect How to calculate return on investment Is evaluation cost-effective The « intangibles » (e.g. staff motivation) Risk of interference with normal appraisal systems Management buy-in
