Commitments and actions Communication to the UNFCCC secretariat of the intention of Kyrgyzstan to reduce emissions by 20% below BAU under adequate financial support of the actions Climate Change Coordination Commission chaired by the Vice-Prime-Minister in place (NAMAs indicated as key targets for the national stakeholders and representatives of international community); National Strategy on Sustainable Development for (low emission energy development, energy efficient construction); Program of Transition to SD for and Action plan (greening of the economy, integration of CC-related issues and actions); Concept for climate change mitigation actions for KR to be prepared under the Third National Communication process.

Mitigation capacity by sectors 92% of electricity is generated by hydro, still there is a certain potential for mitigation actions: Residential– 20,8% (10%) Transport– 20,6% (8%) Agriculture – 18,8% (5%) Energy industries ( Thermal Power Stations ) – 18,6% (10%) Forestry – - 6,5% (2%) Wastes ( municipal and agricultural ) – 5,5% (1%) Industry and construction – 5,2% Industrial processes – 0,5% Commercial/Institutional ( boilers ) – 2,6% (1%)

Program on small boilers modernization NAMA Project on small boilers modernization in the Kyrgyz Republic to enhance energy efficiency in the frames of the regional project Integrated Approach to Climate Resilient Economies in Central Asia, supported by the Federal Ministry of Environment of Germany, is under finalization. Executive organizations: DIWecon and CAREC. Objective: Improve energy efficiency of heat supply by the small coal boilers in the Kyrgyz Republic by 38% to 2020 a.o. programmatic promotion of the boilers modernization, significant reduction in GHG emissions. Program actions. Provision of financial support to small boilers to: replace outdated low efficiency coal boilers by the new high-efficiency (85%) coal boilers, including more effective circulation pumps; install heat meters in the boilers; bring new capacity to the actual heat demand, and (if some of the buildings located at large distance to boiler) installation of new boilers closer to consumers; replace existing heat pipes with modern ones where necessary; improve management and accounting through training.

Program of small boilers modernization The Program" is designed for over 900 small boilers out of 1400 existing coal small boilers. Demand for heat generated by the boiler will remain stable at an average for the last three seasons level ( ), as no new consumers will be appended. The number of boilers in each packet, set for NAMA, will remain unchanged. Boiler installations, participating in the NAMA program, will continue to use coal as a fuel. Modernization will start in summer The first tranche (1/3) of the modernized boilers will be very important for emissions reduction during a heating season of Efficiency of the new boilers will be 85%.

Expected outputs of the Program (With the involvement of all estimated small boilers) - Improving energy efficiency in small boilers by an average of 38% - Reduction in coal consumption per year: tons = 5.1 ml Euro - Reduction of GHG emissions per year: thousand tons of CO2 eq. - Investments attracted to the sector in the amount of 48.6 ml Euro. - Improvement of quality of heat supply to the consumer. - Improvement of environment. - New technologies transfer. - Upgrading of professional skills and creation of new jobs. - Promotion and implementation of institutional reform for further transfer of small boilers to local governments property. - Reducing coal imports - mitigating the impact on the payments balance of the Republic.
