INFORMATIONAL MEETING – Industrial Baking Ovens Solid Fuel Burning Devices Appliance Pilot Lights

EPA-defined PM2.5 Nonattainment Area Boundaries Cache Box Elder Tooele Weber Davis Salt Lake Utah

Clean Air Act requires Utah to develop a State Implementation Plan (SIP) to bring much of Northern Utah into compliance with the Clean Air Act standard for fine particulate matter (PM 2.5 ). The first step in the process was for the Division of Air Quality to identify emission sources that contribute to the direct release of PM 2.5 and emissions sources of precursors of PM 2.5, primarily volatile organic compounds (VOCs) that, when released into the atmosphere, react to form PM 2.5. That work has been completed. Industrial Baking Ovens: VOC Soil Fuel Burning Devices (wood stoves, fireplaces, outdoor boilers): PM 2.5, VOCs Appliance Pilot Lights: PM 2.5, VOCs Background

Industrial Baking Ovens Yeast leaven products And, combined rated heat input capacity three million BTU per hour Emission reduction of 90% Proposed Rulemaking Soil Fuel Burning Devices No burn cut point at 25 ug/m3, no burn days, area specific Contingency plan – 15 ug/m3 Beginning December 31, 2012, no person shall sell, offer for sale, supply, install, transfer or operate a wood burning stove that is not EPA Phase 2 certified Appliance Pilot Lights On or after January 1, 2014, no person shall manufacture for sale, distribute, sell, offer for sale, or install any natural gas-fired; water heaters, fan-type central furnaces, gas fireplaces, or gas stoves that requires the use of a pilot light for ignition.

StrategyCost in 2011 dollar Industrial Baking Ovens $2,740/ton VOC* Pilot light phase out in water heaters, gas fireplaces and stoves $0-minimal based on normal replacement cycle Require future sale of EPA certified stovesSeveral hundred additional ESTIMATED COST *EPA database AirControlNet v4.1

Your Role TECHNICAL COMMENTS: DAQ seeks technical comments on the proposed rules; implementation feasibility and associated costs. WHEN: August 6, 2012 HOW: –

Whats Next DAQ will use information as we proceed with drafting rules that can then be proposed to the Air Quality Board for inclusion into the SIP.
