How did the way Wilhelm govern change politics in Germany?

Constitution of Germany under Wilhelm II The Kaiser ruled over all the states in Germany. Each state sent representatives to consult with the Kaiser over new laws. The Kaiser was aided by advisors including the Chancellor. The elected parliament, the Reichstag then discussed and voted on laws drawn up by the Chancellor. The Kaiser could over rule and decision made by the Reichstag. Wilhelm II in the Reichstag
