Steps 1. Group yourselves according to your site visit group (5 groups) for this final activity. 2. Using role play as the learning method, each group will be given a case where the participants will portray LGU planning units roles. 3. Scenario 1 1st LDC Meeting FY 2018 – 2019 Description Consideration Cast Description: The group was invited to give a presentation to the LDC for its approval.  As members of the TWG, the task is to support the TWG results of the project. Short attention span of the LDC Interests of the LDC members   Mayor’s priority project is solid waste management Not all LDC members are familiar with the project. Councilor requests for technical input on formulating development controls considering resilient design. Mayor Committee Councilor 1

Scenario 2 1st Public Consultation Series Description Consideration Cast The group will be conducting a public consultation of the specific project. Different sectors are attending the consultation.   Based on the climate assessment, several barangays were identified as high risk area. 1 Barangay was selected as a pilot site for resilience building. Possibility that the project will displace 100 households. Options include: On site retrofitting, resettlement Non-government organizations People’s Organizations Brgy. Captain

Scenario 3 Investors Description Consideration Cast The group will be presenting a project proposal for funding to a two potential investors.   There is an investor interested to build commercial development, and is new to climate resiliency but is willing to explore. His first option and keen interest is in building in the Eastern part of the city facing the Pacific. Investor Technical Staff (Climate Denier) International Consultant

Scenario 4 Developer Description Consideration Cast The group proposes a climate resilient affordable housing. The developer wants to build a business as usual low cost housing and is not convinced that climate resilient housing is not cost efficient.   Initial available land is an area identified to be at risk to Sea Level Rise Developer Architect

Scenario 5 DBM Budget Call Description Consideration Cast The agency was called to present their budget for FY 2019 – 2020.   The agency also considered to implement climate resilient programs. The DBM has available funds but initially allocated to business as usual hard infra to support the Build! Build! Build! DBM Undersecretary BBB Representative
