Democratic Response to Climate Change Tackling Climate Change at Local Level A Formal Commitment by Local Councils to go beyond the EU Objectives in terms of CO 2 reductions Implementation of a Sustainable Energy Action Plan (SEAP) with concrete measures
Covenant of Commitment Signatories are committed to: Reduce CO 2 emissions by at least 20% by 2020 Prepare a Baseline Emission Inventory Submit a Sustainable Energy Action Plan within 1 Year Mobilise the civil society to participate in its development Submit an Implementation Report every 2 Years Organise Energy Days in the locality
Termination of Membership Membership will be terminated if: The Sustainable Energy Action Plan is not submitted within the year following signing up The Actions set out in the Action Plan are not implemented The Implementation Report is not Submitted in two successive periods
