Update on August 30th City Information Gathering Meeting 10 attendees from the following cities: Atherton Menlo Park Redwood City San Carlos 8 SAT members attended What level of involvement does the SAT want in these meetings? Transparency, not aligned on a new agency. vs extending

Question 1: Have you considered how a new Countywide agency may benefit your jurisdiction’s efforts? Having a coordinated effort will help get more projects done Better information and data sharing Some maintenance efforts are useless unless other jurisdictions are involved (drainage ditch that is cleaned out in one city will only be beneficial if the city downstream helps out to) Valuable to have one approach to flood control and SLR in the county People saw the benefits. Flood Control and SLR singular approach

Question 2: What is your jurisdiction currently doing to address flood control and erosion resiliency? Sea level rise? Regional stormwater management? Private development applications Updating General Plan Upgrading pumping stations Partnering with Safer Bay Preventative maintenance program in San Carlos Bay Front Canal Making developers;

Question 3: How does your city plan to pay for these flood mitigation efforts? (General fund, grants, etc. Annual budget size?) Most funds are from General Fund Grants Funding is limited for many of the cities Grants: has anyone been successful? 11M grant from Caltrans. Not tons of success.

Question 4: What is your recommendation for forming agency Question 4: What is your recommendation for forming agency? (Similar to the Transportation Authority? Similar to a Flood District like Santa Clara Valley Water?) Be cautious of overlap/conflicts with exiting agencies Add this entity to an existing entity (C/CAG, Port Authority, Harbor District) Whatever will be able to get funding Simple, a-political, nimble Clear objectives (SLR? Flood control? Both?) Understand functions Understand benefits to each city; coast vs shoreline; hills vs flatlands A-Political. Not happy with the Jackie Spears video. Need to understand the functions. Inventory City by City and propose how each agency benefits. Surprised Port Authority/Harbor District was interested. Erica: 6-7 projects

Question 5: What functions do you think the new agency should/should not include within its scope of work? SHOULD Tools for FEMA mapping Public Outreach Guidance documents Maintenance routines Funding SHOULD NOT Land use

Question 6: What information do you need to help in your decision-making process? Clarity about what the agency would be addressing What is the governance? (Membership? JPA?) What is in it for the residents, each city? What will each city receive for the amount they fund? What kind of projects? (Large levee? Stormwater?) Example staff report What is the scope of responsibility? Who is in charge/making decision? Functions chart. Example staff report. Need to follow up with C/CAG example staff report.

Updated Proposal Framework Incorporated comments received by the SAT Included Phases 1, 2, and 3 and updated goals Added Process Diagram Developed in response to Water Agency: New Agency, or Expansion. New agency will do these goals, but the Cities will need to visualize what the agency is going to do

Phase 1: Research and Development of a New Agency Goal 1: Evaluate options for the assignment of County-wide responsibility for policies, planning and project implementation for flood and shoreline protection. (July – December 2019)

Phase 2: New Agency Formation Execute New Agency Formation if Goal 1 Succeeds (January 2019 – December 2019):

Phase 3: Agency Operations and Implementation Plan and CIP Development: To Be Implemented by New Agency: Goal 3: Optimize Funding Opportunities to Assist Member Agencies with Implementing Successful Flood Management Strategies and Related Programs (FY19 / Updated Annually) Goal 4: Create a Capital Improvement Program to Plan, Build and Maintain Projects to Improve Flood, Sea Level Rise, and Regional Stormwater Resiliency Projects (FY19 / Updated Annually) Goal 5: Facilitate Stakeholder Collaboration to Ensure Multi-Jurisdictional and Regional Resiliency (FY19 / Updated Annually) First on everyone’s list.

Phase 3: Agency Operations and Implementation Plan and CIP Development (continued) Goal 6: Provide a Forum to Educate on Flood and Shoreline Protection and Provide a Clearinghouse for Sharing Information (FY19 / Updated Annually) Goal 7: Facilitate Development of Legislation and Regulatory Policies and Actions for Flood and Shoreline Protection (FY19/Updated Annually)
