Going beyond ‘do no harm’ the World Bank’s new Environmental and social standards

Environmental and social framework - in a nutshell 1980s – today: World Bank environmental and social “Safeguard Policies” From 1 October 2018: World Bank’s Environmental and Social Framework (ESF) Two systems will run in parallel for approx. 7 years

Environmental and social framework - in a nutshell Safeguards review and ESF development was one of the World Bank’s most extensive stakeholder engagement efforts in its history 4 years 231 meetings 8,000+ participants from 100+ countries 24 consultations with Indigenous Peoples 20 expert focus groups 350+ Bank staff working on preparing and running consultations

Environmental and social framework - in a nutshell The new Environmental and Social Framework includes: Broader coverage: Expanded list of social issues (labour and working conditions, free, prior and informed consent); environmental issues (addressing climate change, endangered species and management of natural resources); enhances requirements for transparency, stakeholder engagement and grievance redress Country ownership: emphasis on capacity building and strengthening borrower systems Enhanced efficiency: better clarity between Bank/Borrower responsibilities, proportionality on risk assessments, adaptive management of ESF risks and impacts ESF will promote better – and lasting – development outcomes

This enables Governments to maintain a constructive relationship with stakeholders and take their views into account in project design, which promotes a better public understanding and support for projects.

Adaptive Management Allows for adaptive management of project risks and impacts, which utilizes feedback from project monitoring to change project design and/or environmental and social risk management as necessary throughout implementation.

Use of the Government’s Environmental and Social framework The ESF enables the Government and the World Bank to consider applying relevant parts of the Government’s Environmental and Social framework to a project when this is likely to: In this case, the World Bank will evaluate those aspects of the Government’s policy, legal and institutional framework that are relevant to the project, including: National, subnational or sectoral implementing institutions Applicable laws, regulations, rules and procedures Implementation capacity and track record Address the risks and impacts of the project Enable the project to achieve objectives materially consistent with the Environmental and Social Standards

Supporting Government Capacity Government institution capacity strengthening along the broad range of environmental and social issues covered in the ESF in turn promotes better – and lasting – development outcomes Systematic Capacity Strengthening Better Development Outcomes Modern Harmonized
