Capacity Development Design Support to and Capitalization on the EU Land Governance Programme Capacity Development Design 6th Capitalization Meeting 8 – 10 November 2018 | Addis Ababa, Ethiopia

The Three Dimensions of CD Technical capacity in the broad areas of food and agriculture Functional capacities to enable country actors to plan, manage and sustain change. Capacity: "the ability of people, organizations and society as a whole to manage their affairs successfully”. Capacity development: “the process of unleashing, strengthening and maintaining of such capacity". (OECD DAC ) Not a one-off exercise: it implies supporting a process of learning and change and hence takes time. High engagement with national actors to support their ownership and leadership.

CA: what capacity areas? Individual dimension areas: Knowledge Competencies Attitudes and behaviors Values Organizational dimension areas: linked to the functioning and performance of organizations, including the: Mandates Systems Internal processes Organizational priorities Motivation and financial/non financial incentives Collaboration and KS mechanisms Infrastructures and equipment Enabling environment areas: the context in which individuals and organizations work, including: the institutional set-up of a country implicit and explicit rules power structures legal, policy and political environment

Capacity development interventions should be based on real needs, and thus the need to assess existing capacities

Capacity Development Modalities/Activities

INVENTORY OF CD MODALITIES No single CD modality can address a need. There must be a combination of modalities with the appropriate sequencing. Informal networks Twinning arrangements and SSC Review of workflow/business processes Policy dialogue Jobs-swap, secondments Study-visits Knowledge exchange, KS fairs Regional policy workshops Organizational restructuring High-level advocacy Strategic planning support (e.g. drawing action plan, prioritization, goal setting) Integration of training into national courses Blended and learning on-the-job Leadership coaching Creation of multi-stakeholder platforms F2F training and TOT, toolkit for facilitators Review of Organizational Mandate Remember: capacity development goes beyond training !

Internal politics and power WHERE TO START? HOW TO SET PRIORITIES? Internal politics and power demand existing initiatives CA momentum local actors incentives readiness motivation - What are the priority issues? Which aspects will lead to changes? Who/what is ‘ready’ to change? Which capacities are pre-requisites for others (critical path)? - What resources are there? - What are the quick wins, and what needs more time?

SUSTAINABILITY = CHANGES ARE MAINTAINED AT THE END OF THE PROJECT/PROGRAMME A WELL DESIGNED CD PROJECT PROVIDES THE BASIS FOR SUSTAINABILITY! Project results and processes are integrated in existing structures Partners (universities, research institutes, CSOs, private, regional bodies) maintain /upscale project’s results New/improved policies enable upscale of project results New provisions in national budget or other means taken to financially sustain outcomes Project has an ‘after-project’ vision

INSTRUCTIONs PART 1 (10’) In groups, take few minutes to read the Capacity Matrix individually Then select two capacity issues from the matrix which the intervention should address (these are your entry points) PART 2 (30’) Propose the appropriate modalities to address those two issues in the project concept note Discuss how these modalities will contribute to achieving the project goal Discuss how you intend to ensure the sustainability of the intervention Refer to the handouts on modalities and sustainability
