Challenges Expenditure on 9 conditional grants; Four grants still to report due to allocations not gazetted NDPG (NT), Bulk Infrastructure (DWAF), Backlogs on water (DWAF), Backlogs on Electrification (DME) Three gazetted in Sept 07 and one planned for Oct 07 Outstanding reports will be reflected in the second quarter General spending patterns for first quarter reflect; Steady increase in spending Transfers to municipalities occurring at various levels Not all departments transferring per schedule due to delayed gazetting, slow take-up, co-ordination challenges and non compliance by municipalities with conditions
