Summary Conclusions Daniel DEFAYS Luxembourg, 07-08/03/2012 JMO M1

ST 01 Role of DIME New role for Methodology: overview, integration; Forward and outward looking New ways to co-operate to be set-up Luxembourg, 07-08/03/2012 JMO M1

WP-01 Co-ordination No need for more empowerment by ESSC; Internal coordination modalities are countries’ prerogative; Co-ordination is expensive. Let’s set priorities (e.g.) Cross-cut legislation Framework regulations Guidelines Practical mechanisms to be set-up Participation in Contribution from Circulate/make available agendas and reports Trade-off co-ordination/leading role Luxembourg, 07-08/03/2012 JMO M1

RP-01 Report to ESSC Update action list following today’s meeting Include introduction and summary Upload in Wiki and inform MS for feedback Luxembourg, 07-08/03/2012 JMO M1

ST-02 EA Agreement on the necessity of an overall picture and of basic architectural principles Concerns on complexity: keep the analysis simple and focussed, especially for communication purposes See what is there, focus on the scope, identify missing « pieces » Next Steps: Interfaces with MS Do not to recycle the old products, opportunity for reengineering Concentrate on Governance and Processes Owners driven Early involvement of all stakeholders Iterative and incremental path Luxembourg, 07-08/03/2012 JMO M1

Task-force on EA Initiative to be taken by DIME with participation of other stakeholders (business and IT) Seek blessing by ESSC Consider a mandate : definition of the scope, provision of guidance, definition of principles and links with national initiatives Link with SpS, preventing redundancies and conflicting issues Luxembourg, 07-08/03/2012 JMO M1

WP-02-03 New collaborations Move towards one single platform Need of a collaborative platform to share good practices driven by national needs, with, when needed, physical meeting or teleconference. Committment of countries needed and active participation in the animation of the forums Leading role of DIME on quality of EU statistics : identifying priorities through, among others, the analysis of quality reports using different dimensions. Non-response remains an open issue Luxembourg, 07-08/03/2012 JMO M1

WP-04 SpS Focus on benefits (quality, efficiency) and success factors Different functions to be played by DIME : input/review (feedback) Resources are key: staff and ESSnet. Explicit call for support from SpS in the different task forces. Link with Joint Strategy Luxembourg, 07-08/03/2012 JMO M1

WP05 HLG-BAS Interest in the initiative and first positive impression on the results of the first Sprint session on GSIM Sprint looks like an interesting methodology which could be considered inside the ESS Feedback requested on report that will be circulated next week Luxembourg, 07-08/03/2012 JMO M1

WP-06 Cross-cutting legislation Progress has been achieved but more time needed for formal opinion (end of April) Concerns expressed on: Business case Microdata Sunset clause Formal letter to be sent to DGs as National coordinators with plan for implementing measures, to be answered by end-April Luxembourg, 07-08/03/2012 JMO M1

WP-07 Handbook on variance estimation The handbook is well received but should be considered as guidelines Formalisation of the process is needed but after works by SpS Still some comments to be sent and taken on board Endorsement by DIME and adoption requested by ESSC DIME will be given one additional month for reaction Luxembourg, 07-08/03/2012 JMO M1

WP-08-09 ESSnets Articulation needed between ESSnets, Sponsorships, VIPs, etc. Common strategy needed with strong consideration on expected benefits More top-down approach needed. New stream proposed by eurostat well received Administration is sometimes perceived as heavy. More flexibility is needed in the financial set-up Possible improvements: User groups Common steering groups Centers of excellence Luxembourg, 07-08/03/2012 JMO M1

WP-10 VIPs Concern expressed on VIP Validation: Errorless data is an illusion; selective editing needed Transparency is a key issue Involvement of Subject matter specialists Luxembourg, 07-08/03/2012 JMO M1

WP-11 R&D DIME has been informed on the current situation regarding R&D related issues (Framework Programmes, Portals, NTTS Conference) Luxembourg, 07-08/03/2012 JMO M1

WP 12 & 13 Groups under DIME supervision DIME has been informed of the work conducted in the relevant concerned Working Groups Quality Working Group to report in future to DIME as regards methodological issues Luxembourg, 07-08/03/2012 JMO M1

WP 14 ITDG DIME has been informed of the works conducted in ITDG Luxembourg, 07-08/03/2012 JMO M1

WP-15 Revision policy DIME has been informed and asked to raise awareness No particular concerns were expressed Luxembourg, 07-08/03/2012 JMO M1

AOB ICES 2017 DIME has been informed of the perspective of possible organisation of ICES in Europe in 2017 and expressed its support to any measure helping this initiative to succeed Luxembourg, 07-08/03/2012 JMO M1

Procedures Be clear in Agenda on the kind of reaction expected from DIME (endorsement, …) Circulate papers in advance with .ppt, where possible Luxembourg, 07-08/03/2012 JMO M1
