Broadcast TV Provides Indoor, Urban Visibility Vertical Signals Low Power High Frequency Narrow Spectrum Advantages of TV over GPS: High Power 1MW ERP typical (1000x GPS) Low Frequency MHz (stronger indoor signals) Horizontal Signals Less attenuation from walls than roofs Frequency Diversity Clear 6MHz channels, multiple channels per tower ~40 dB (10,000X) indoor power advantage

Terrestrial TV coverage provides a pre-built positioning infrastructure Terrestrial broadcast TV infrastructure is highly correlated with centers of population and commerce. In the US, 2800 towers broadcast more than 4500 analog and digital TV signals.

How TV-Positioning Works 5) Location Server computes position Regional Monitor Unit covers km radius; sees same signals as mobile device 3) Device passes information to Location Server 4) Aiding data 2) Rosum-enabled device receives TV signals and computes pseudoranges 1) Broadcasts contain synchronization information which can be used to measure timing.

Wide-Area Location Technology Comparison Rural Suburban Urban Dense Urban Indoor Accuracy (m) Environment km10km Cell ID & Enhanced Cell ID A-GPS Rosum TV-GPS Sources: company websites; carrier E911 compliance filings; Nokia documents; Rosum field testing U-TDOA GPS WiFi

What TV delivers: Reliable location in the most challenging RF environments… MEDIANCEP – 67%CEP – 95% 48m58m95m Downtown San Francisco Urban Canyon Montgomery BART Station Ticket level, one floor below ground.

…And GPS-level accuracy in clear line-of- sight environments MEDIANCEP – 67%CEP – 95% 5m 13m Open sky test. Rosum roof, Redwood City.

Rosum vs. High-Sensitivity A-GPS San Mateo County Parking Fishermans Wharf Parking Deck High-sensitivity A-GPS device taken outside to open-sky area for five minutes and allowed to acquire satellites, ephemeris data. Then the device was taken into the test area beside the Rosum device where it lost the ability to tracking all satellites within 1 minute. Rosum was e9-1-1 compliant.
