EVALUATION OF THE ZANZIBAR UNIVERSAL PENSION SCHEME (ZUPS) TO ASSESS THE IMPACT OF THE SOCIAL PENSION ON RECIPIENTS AND THEIR FAMILIES Logo Logo The sample: Control group (old people aged 68 – 69) and treatment group (old people aged 70 – 72 years). The study covered 954 respondents Approach: We used the Regression Discontinuity (RD) Design to assess the impact of ZUPS on various outcomes Regression Discontinuity is a quasi-experimental design that estimating the causal inference of an intervention by examining comparable observations in which the treatment is or is not administered. The team is currently finalizing the report and the results are yet to be launched More information on this project can be obtained at ESRF through vkazi@esrf.or.tz or at HelpAge through leonard.ndamgoba@helpage.org (Research) Methods/ Programme Implementation Conclusions/ Lessons Learned Background In 2016-18, ESRF was commissioned by HelpAge Tanzania to undertake a baseline and an impact assessment of The Zanzibar Universal Pension Scheme (ZUPS) ZUP is provided to older people with 70 years, and above. Zanzibar Universal Pension Scheme (ZUPS) is the first universal cash transfer scheme of its kind in East Africa fully funded by the Government The Revolutionary Government of Zanzibar allocated US$2.909 million in 2017/2018 for the implementation of the scheme Zanzibar residents who qualify for the pension scheme receive a monthly non-contributory pension worth TSh 20,000 (US$8.95) General objective: To carry out an impact assessment of the policy intervention by evaluating the well-being of the ZUPS recipients (70 and 72 years) as a control group and those who are not ZUPS recipients (68 to 69 years) as counter factual Results The team is currently finalizing the report and the results are yet to be launched
