OUTLINE Constitutional Mandate – Functions Constitutional Mandate – Tourism Competency Successes Challenges Way Forward

CONSTITUTIONAL MANDATE – FUNCTIONS Pass legislation (laws) Scrutinise and oversee executive action (oversight of the Executive and organs of state) - strategic plans - programmes - quarterly and annual reports - make budget recommendations Facilitate public participation and involvement in the legislative and other processes Participate in, promote and oversee co-operative government Engage in, participate in, and oversee international relations

CONSTITUTIONAL MANDATE – TOURISM COMPETENCY Part A of Schedule 4 of the Constitution lists tourism as a concurrent national and provincial legislative competence. Schedule 5 lists some tourism related activities as local government competence. This calls for better coordination amongst: - all spheres of government - sector departments - public and private sector - other tourism stakeholders

Legislation - Tourism Bill is being finalised. SUCCESSES Legislation - Tourism Bill is being finalised. Community involvement – oversight visits to 8 provinces and a number of community projects quality assured. Stakeholder engagement – hearings had with a number of stakeholders to promote tourism growth. Tourism growth - 10.2 % growth with 9.2 million arrivals in 2012 - more than double the 3.9 % world average. Planning - Alignment of the National Tourism Sector Strategy with the National Development Plan and other provincial plans. - number of sector strategies adopted. Job creation - Creation of 1 job for every 12 (or 1 in16) international tourists. - Responsible for 1 in every 11 jobs in the country. Clean audit – National Department of Tourism clean audit to date.

CHALLENGES Budget – Insufficient, poor prioritisation, competing needs at various spheres of government. Poor infrastructure – bulk infrastructure, access roads, waste management, signage, information offices, etc Skills – curriculum not aligned to the needs of the private sector, public sector staff, ineffective short courses. Airlift – high costs, regional integration, ratification of Yamoussoukro Declaration Development – demand and supply, models of development, rural tourism, niche tourism, EIAs, etc Planning and marketing – provinces and metros, district and local municipalities, public and private sector. Transformation – Current Tourism Scorecard supports status quo Geographical spread – marketing, number of tourists, occupancy rates, bed nights etc. SMME Development – lack of entrepreneurship, innovation, funding

4. WAY FORWARD Advance achievement of the National Development Plan through: Removing innate barriers to tourism growth Enhance working relationships amongst spheres of government Promote more collaboration amongst stakeholders Promote more research in the field of tourism
