MANDATORY GRANT PROCESS Processing stage: MG Extensions and Appeals Due date for submission of WSP/ATR for approved extensions: 31 May 2019 Due date for appeals: 30 days after receipt of the declined letter Report on MG extensions and appeals is prepared by the SD & LP Manager Tabled to IMC for Recommendation MANDATORY GRANT PROCESS Processing stage: MG Extensions and Appeals Submit to G & S approval Submit to TETA board for ratification Timelines: 31 days for extensions ( including the capturing) 45 days for appeal period and processing

MANDATORY GRANTS PROCESS Cont. June-July – Assessment process by TETA Approval Stage August each year Appeals To be uploaded on the system within 30 days of the communication of Mandatory Grants declined status. 2018 MANDATORY GRANT DECLINES

MANDATORY GRANT POLICY KEY THINGS TO NOTE ON THE MG POLICY FOR REVIEW Medium and large companies must submit the following when applying for Mandatory Grants: ATRs, and WSPs, PIVOTAL report and PIVOTAL training plans Small companies are encouraged to submit (especially when planning to apply for Discretionary Grants) PIVOTAL training plans must be inline with DG applications that will be submitted for the following financial year Monitoring visits will be conducted to ensure adherence to planned training before the first trance of the MG is paid

KEY SUBMISSION ISSUES – WSP/ATR General: There will be bulk upload for MG submissions; New SDFs are required to go through a registration process to be given access to the new system(Indicium); Existing SDFs are required to go through a renew their application to be given access to the new system(Indicium); WSP forms will not be created unless organisation details are confirmed; SDFs to select the correct sic code on the organisation info tab in order for the WSP/ATR to get submitted to the relevant chamber; Ensure the accuracy of the data captured on the WSP and ATR Online submission created and completed but not submitted to TETA (Failure to hit the submit button) Authorisation Page: Not uploaded on the system Not fully completed and signed The designated people do not sign(mainly employer and employee representative)

KEY SUBMISSION ISSUES – WSP/ATR Cont. Training Committee Meeting Minutes: Not uploaded on the system; Uploaded on the system but not on the company letterhead; Irrelevant content on the training committee meeting minutes; No evidence of approval of the WSP/ATR by the Training Committee; Minutes not signed by relevant signatories ( e.g. Employer/Employee labour representative are compulsory for training committee only for large and medium companies ).

SUPPORT DURING SUBMISSION TETA staff will be available to provide guidance on the system during the time of submission; System queries can be emailed to mgapplications@teta.org.za or relevant chamber; Dedicated team to assist with issues relating to the system and will be available until the 30th of April at 10:00PM; SDF manual will be placed on TETA Website; Chambers will be available for one-on-one meetings to assist with submission related issues.

MARITIME SUBSECTOR SPECIFIC REQUIREMENTS Companies applying for a fishing right or quota must be aware of the following: In the application form, section 6 measuring transformation includes five of seventeen criteria directly related to SETA relationship that could improve or reduce the applicants overall score; The scoring requires companies to comply with Skills Development legislation including the submission of an ATR/WSP to the SETA the company is registered with; Fishing companies are also scored on whether or not they implement learnerships (formally registered with a SETA) Often small companies write the levy off as a tax, fishing companies cannot afford to do so if they wish to continue fishing; Fishing companies are advised to contact the maritime chamber (malcolm@teta.org.za / 072 907 0754) This short term view needs to be changed as the long term benefits of participation will assist in the awarding of fishing rights/quotas whose value far exceeds the direct financial relationship with the SETA.
