Development and Planet Oasis 7/9/18 THE LAND TOUCHING THESE PARCELS TO THE SOUTH HAS ALREADY BEEN ANNEXED BY SUNBURY – NO LONGER IN BERKSHIRE

Development and Planet Oasis as of July 9, 2018 The Planet Oasis project is in the very early stages of development. The developers held a press conference on June 28, 2018 announcing their plans for the project. State, County and Local officials were invited to attend, as well as press and interested parties. To date, no official preliminary or final development plans have been presented to the Berkshire Township Zoning Board. We are not aware of a completed traffic study submission to the State or County. All development of this nature would have to go through ODOT, Delaware County Engineer and the Berkshire Township Zoning Board.

Past Actions and Facts The area around the I 71/36-37 is part of a zoning district known as a PMUD (Planned Mixed Use District) Public Zoning and Trustee meetings were held to solicit public input on the Proposed PMUD The PMUD was created after approval by the Berkshire Township Trustees. The PMUD dictates to developers what is expected of them and the quality of the product. The PMUD also specifies the type of commercial and residential development and where it can be located. A Revitalization District was overwhelmingly (almost 3 to 1) voted in by Berkshire Township residents. The Revitalization District paves the way for restaurants and other entertainment related businesses to locate at I-71/36-37.

Past Actions and Facts Continued A JEDD (Joint Economic Development District) and a TIF (Tax Increment Financing) are in place on these parcels of land to facilitate development of infrastructure and improvements when growth occurs. Development of the land will generate additional tax dollars which will aid our growing community and help to keep our residents’ taxes in check. The Township’s goal is to have commercial development be 12-15% of our land use. The land around I-71/36-37 has been and will continue to be an economic driver for Berkshire Township. The township has been very clear in expressing its desire to have the bulk of Berkshire’s commercial development occur near that interchange with less commercial and less residential density radiating out from that area.

What Are The Choices? Do nothing and allow development to dictate what will be built in the township. Have more and more large parcels annexed to Sunbury and Galena and lose all control of development (It has already happened) As we understand, Sunbury will be approving 1000 apartment units on South Galena Road just south of the Mall on land they annexed. As we understand, Sunbury will be approving 250 +/- homes just south of that apartment development Galena has annexed land on the northeast side of 3-C and Dustin Road with proposed residential development. Land is being cleared now.

Other Actions Taken By The Township The Trustees have charged the Zoning Board with creating Article 16 and 17 of the Berkshire Zoning Resolution known as a Planned Mixed Use District (PMUD), mentioned above. These two Articles will be merged to create a more comprehensive and usable Zoning tool. The Zoning Board has updated the Township Comprehensive Plan in consideration of the pending development and the never ending fight to stop annexation.

Parks and Trails in Berkshire Township The Trustees have approved the creation of a Master Park Plan for the Township, for the purpose of creating parks and trails in the future Over the next several months Berkshire Township residents will be asked to participate discussions regarding park planning. The park plan is an effort to retain the “Rural” character of the community To ensure the preservation of green space and recreation areas for generations to come. The park plan will allow the township to plan development that is cohesive and conducive to creating a community rather than a hodge-podge of un- organized streets, houses and commercial buildings.

Final Statement The Township will continue to work with all stakeholders to create the best possible community.
