Task Force "Rail transport statistics“ Transit in rail transport (definition and its application) Agenda points 3.1 and 3.2 Anna BIAŁAS-MOTYL 23 March 2010 Task Force "Rail transport statistics“ Agenda points 3.1 and 3.2

Transit in rail transport statistics Overview (1/2) Noticeable need from the countries for clarifications on the existing definition of transit During the WG meeting, countries raised situations for which the definition of transit can be interpreted in different ways Differences of interpretation may prevent from producing harmonised statistics Examples raised also include general difficulties relevant for national and international transport with and without transit => clarifications should cover all different types of transport 23 March 2010 Task Force "Rail transport statistics" Agenda points 3.1 and 3.2

Transit in rail transport statistics Overview (2/2) Statistics should be elaborated in the best way possible, and it is of crucial importance to use existing information => the leading document used for reporting accurate statistics should be the “Rail Waybill” http://www.cit-rail.org/en/forms/consignment-note-cimwagon-note-cuv.html Territoriality principle has to be applied: each reporting country supplies tkm performed on its territory 23 March 2010 Task Force "Rail transport statistics" Agenda points 3.1 and 3.2

Work of the Task Force Work of the Task Force 23 March 2010 Examples raised by the countries Methodological problems raised by the countries Analysis of the issues raised Work of the Task Force Identification of the lacks of the definitions Problems related to interpretation of the definitions of transit Completion of the existing methodological tools (Guidelines…) Problems not related to interpretation of the definitions of transit If minor lacks Determination of the information missing in the definition Definition of the complementary information needed Only if important lacks Definition should be adapted Revision of the legal acts Proposition of new definition 23 March 2010 Task Force "Rail transport statistics" Agenda points 3.1 and 3.2

Task Force "Rail transport statistics" The way forward The Task Force should Identify methodological information needs as regards the reporting of railway transport of goods Define how the existing methodological tools should be updated following the conclusions of the Task Force The current definition of transit should be changed only if strong modifications are requested NB: A change in the definition may not necessarily solve the problems and the definition may still need to evolve in the future 23 March 2010 Task Force "Rail transport statistics" Agenda points 3.1 and 3.2

Summary of the examples raised (1/2) Recognition/classification of the type of transport Companies (data providers) know only a part of the whole transport performed Train ferries and transit at the border Recognition of the true origin/destination Transport between China and Germany via Russia and Poland Recognition of transit Reporting companies Additional operations during transport Rearrangement of the wagons 23 March 2010 Task Force "Rail transport statistics" Agenda points 3.1 and 3.2

Summary of the examples raised (2/2) Transshipment Goods carried from China to Germany via Poland Transshipment at the border taking place in the foreign country Train ferries and transit at the border Bilateral contacts with Eurostat on problems raised during the meeting Changes of locomotive 23 March 2010 Task Force "Rail transport statistics" Agenda points 3.1 and 3.2

Task Force "Rail transport statistics" Recommendations valid for all types of goods transport (national, international and transit) The “Rail Waybill” should be the main source of information for rail transport statistics The following operations should not be considered as transshipment Change of locomotive Change of enterprise Reorganisation of train Change of boogies in the course of change gauge Reloading of a container from one wagon to another Use of a train ferryboat 23 March 2010 Task Force "Rail transport statistics" Agenda points 3.1 and 3.2

Mandate of the Task Force Members of the Task Force are requested to comment on the examples and explanations proposed decide whether such explanations are satisfactory and solve major methodological problems provide additional examples or/and clarifications decide which examples and explanations should be included in the Guidelines decide whether modifications in the definition of transit are necessary 23 March 2010 Task Force "Rail transport statistics" Agenda points 3.1 and 3.2
