Why change? Principle: AUGE should be able to plan and deliver the AUG process within the governance timescales Difficulties experienced in 2013-14 AUG year. Principle: Once the methodology has been agreed by the UNCC it should remain unchanged. Consultation period from Sept to end Feb is inefficient as it enables previous decisions of UNCC to be re-opened. Principle: the agreed methodology should not be delayed or amended based on the commercial impact of AUG statement. Significant delays in 2013-14 AUG year meant that methodology from previous year had to be rolled over. Principle: focus should be on accurately portraying and allocating unidentified gas. Inconsistencies and inefficiencies identified in the current process.
Our proposal Revise the AUG Guidelines to: restrict the types of queries that can be raised during the September to February consultation period; remove the ability of Parties to challenge the agreed methodology during this period.
