133 Implementing settlement programmes This workshop discusses implementing a strategy for supporting transitional settlement options for displaced populations by combining assistance methods Pakistan, 2006

The key learning objectives of this workshop are to form an understanding of: assistance methods available for supporting affected populations in transitional settlement 2. share experience amongst participants of combining different assistance methods for an appropriate support package, depending on the settlement option and needs

6 transitional settlement options 87 6 transitional settlement options Transitional Settlement: Displaced Populations (Corsellis and Vitale, 2005) In a shelter and settlement strategy, the displaced population will have chosen one of the six transitional settlement options: Host families Urban self-settlement Rural self-settlement Collective centres Self-settled camps Planned camps

12 common assistance methods 145 12 common assistance methods Transitional settlement and reconstruction after natural disasters (United Nations, 2008) Household non-food items (NFIs)- cooking sets, blankets, etc. Shelter non-food items (NFIs)- construction timber, tools, etc. Transitional shelter- habitable, covered, healthy, secure, private living space achievement of a durable shelter solution Community labour- for simple design projects and traditions of self-building Contracted labour- for large or complex projects, infrastructure Direct labour- for small projects and rapid response Cash- dispersed directly to beneficiaries in phases Vouchers- an alternative to cash for materials or services Loans and guarantees- when there is stable access to supplies and repayment is feasible Local information centres- for info throughout the response Capacity building- integrates training Technical expertise- to support all assistance methods

Combining assistance methods These assistance methods are not alternatives, but are combined in order to create appropriate packages, depending on the combination of transitional settlement options supported Natural disaster example: Home owner-occupier Storm Storm damage Host family Information centre Assistance methods Cash Household NFIs

Another scenario Support packages may be coordinated between transitional settlement options, for example in offering information centres Conflict example: Home owner-occupier Conflict Conflict damage Self-settled camps Information centre Assistance methods Technical expertise Shelter NFIs Community labour

Step 1: reflect on your experience 5 mins Step 1: reflect on your experience Reflection individually Fill out the matrix handout found in your participant manual: choose one response you were involved in and check the boxes corresponding to the assistance methods and transitional settlement options used

Step 2: share your experience 15 mins Step 2: share your experience Discussion in groups Share your matrices in your group a. Compare experiences of each response combining different assistance methods for an appropriate support package, depending on the settlement option and needs b. Discuss the lessons learned including: - changes in packages over time - conflict and disaster differences - settlement option differences c. Use the flipchart to list the conclusions reached and the key point to share with the other groups lessons learned 1. 2. 3. 4. Each group agrees a key point Key point

Considerations for every operation For all combinations of assistance methods: Local information centres and technical advice may be considered in every response package Balance and combine labour and resources appropriately Provide equity between settlement options supported Assistance methods offered to more than one transitional settlement option can be coordinated operationally
