What I’ll Cover Background HMEP Funding Crisis Select Committee Lugg Review Scope Timescales

2018 ALARM Survey

Funding Crisis Revenue poor Capital rich Ongoing austerity - ‘Bankrupt’ Northamptonshire county council may cut to legal minimum Capital rich Government investment in infrastructure and housing to support economic growth

Autumn budget The largest ever strategic roads investment package worth £28.8 billion with £3.5 billion available 2020-2025 with £3.5 billion of this for the Major Road Network (MRN)   An extra £420 million for local roads maintenance in 2018-19 to tackle the growing number of potholes, repair damages and invest in keeping bridges open and safe and additionally, it makes £150 million available for small road improvement projects such as roundabouts. No long term investment plan for the maintenance of local roads !

Parliamentary Transport Select Committee Inquiry into the funding and Governance of local roads The Committee calls for written evidence on: The condition of local roads in England and how they have fared over time, particularly compared with other parts of England’s road network;  The direct and wider economic and social costs of not maintaining local roads;  The quality of monitoring and reporting of local road conditions;  Whether the current approach to maintenance of local roads is appropriate and whether it needs to be improved; The suitability of governance structures for maintaining local roads and whether any changes are required;  The funding requirements of local roads and the suitability of current funding streams for the immediate and longer-term future;  Whether there is a role for alternative funding models for local roads maintenance and investment; and The regional distribution of local roads funding across England.

Parliamentary transport Select Committee inquiry into the funding and governance of local road maintenance Joint letter 3 key messages That local authorities should not be forced into a trade-off between funding local roads and other vital services such as adult social care or children’s services That the scale of the problem is not fully understood, nor the full benefits that the local highway network brings, There needs to be a proper consideration of how we fund our local highway network for long term sustainability

CIHT Lugg review of local authority highway infrastructure What is the condition of local highway infrastructure in England?    What are the economic and social costs of not maintaining local highway infrastructure?     Does the current approach to the governance, management and funding of local highway infrastructure need to be improved?  What are the funding requirements of local highway infrastructure and are current funding streams suitable for the future?  Is there a role for alternative models for local highway infrastructure maintenance and investment?    Poynton, Cheshire Local highways (not just roads but drainage, lighting etc) are vitally important in helping create places as well as being assets in their own right Its not just about condition but about their use by enerybody An appropriate time to have a look and answer some questions Terms of reference based around the TSC call for evidence Review the condition of local highway infrastructure in England and how it has fared over time, particularly compared with other parts of England’s road network;   The direct and wider economic and social costs of not maintaining local highway infrastructure;   The quality of monitoring and reporting of local highway conditions;   Whether the current approach to the governance, management and funding of local highway infrastructure is appropriate and whether it needs to be improved;  The suitability of governance structures for maintaining local highway infrastructure and whether any changes are required;   The funding requirements of local highway infrastructure and the suitability of current funding streams for the immediate and longer-term future;   Whether there is a role for alternative models for local highway infrastructure maintenance and investment; and  The regional distribution of local roads funding across England

Scope – Covers all highway infrastructure assets

Scope Relevance –Why is this important? What would good look like? What are the barriers? What alternative models are there? What solutions are there? What needs to change ? How feasible are the changes?
