JACKSONVILLE CHILDREN’S COMMISSION (JCC) ….and it was GOOD. Over 20 years old good! JCC’s ordinance was very broad and JCC was empowered to generally provide and maintain such preventative, developmental treatment and rehabilitative services for children and provide such other services for all children as determined by JCC JCC’s budget primarily listed specific agencies; specific agencies approved by Council ….then on January 1, 2018….

Out-of-School Programming 4. Pre-teen and Teen Programming 5. Special Needs, including but not limited to, Mental Health, Behavioral Health, Emotional Health, and Physical Disabilities Programming

“ESSENTIAL SERVICES PLAN FOR KIDS” Sec. 77.108 BOARD’S MASTER PLAN DOCUMENT “developing, overseeing, managing and implementing” Every Board action flows from the ESSENTIAL SERVICES PLAN FOR KIDS Meant to be a living document – adopted and updated by the Board – No City Council Approval

MANDATORY PLAN PARTS 1. Must detail the comprehensive and integrated system of programs, services and activities that will provide a continuum of services to children and youth from early childhood age to young adulthood age 2. Must include long-term goals and objectives regarding services and the impact of the services on youth 3. Must include performance metrics 4. Programs, services and activities must promote family health and well-being and encourage family participation 5. Proven and tested best practices and models must be incorporated into the programs, services and activities 6. Shall review and consider the continuation of existing City youth programs that the City has determined to be successful 7. In determining location of services, the Board must consider those specified geographic areas located within the City’s council districts 8. AND such other elements, directives, and guiding principles as determined by the Board to be necessary and consistent with Chapter

MANDATORY PARTICIPATION IN PLAN DEVELOPMENT KHA shall develop the Plan in conjunction with and use “multidisciplinary experts” Board shall be required to consult with and receive presentations from “Subject Matter Experts” KHA shall coordinate regularly with City departments, agencies and offices and establish liaison relationships Board shall request reports annually from the Sheriff, State Attorney, and Public Defender Board shall request reports annually philanthropic and research organizations

CHAPTER 126 PROCUREMENT – It’s a PROCESS! “Provider Contracts” (over $65,000) -Request for Proposal (minimum qualifications, scope of services, evaluation criteria) -Required contract terms “Small Provider Contracts” ($65,000 or less) -Informal bid requirements (4-7 advertisement time; administrative award; less stringent financial reporting and insurance, subject to Small Provider Criteria) Intra-agency Agreements Contract Administrators assigned to each Contract!
