Gaining Early Awareness and Readiness for Undergraduate Programs Authorization The GEAR UP initiative was authorized by Title IV of the 1998 Amendments to the Higher Education Act of 1965 (HEA) and was signed into public law (P.L.105-244) on September 29, 1998 by President Clinton. State grants are competitive six-year or seven-year matching grants that must include both an early intervention component designed to increase college attendance and success and raise the expectations of low-income students and a scholarship component. In July 2012, NAU was awarded a State Grant for the period 2012-2018. (PEPS included as a service in grant our application). Supplement Not Supplant The “supplement not supplant” provision requires that federal funds be used to augment the regular educational program, not to substitute for funds or services that would otherwise be provided during the time period in question.

Crosswalk ECAP PEPS Minimum Expectations for Postsecondary Planning Sessions (PEPS) – Year 3 Grade 9 * For students who create online portfolios (e.g., in AzCIS) as part of their ECAP process, a separate GEAR UP portfolio is not required as long as the portfolio includes the 4 documents required by GEAR UP.
