What is OJE? On-the-Job Experience (OJE) is SCSEP’s version of On-the-Job Training (OJT) Current version created by 2000 amendments to the OAA and governed by OWB 04-04. Part of Optional Special Requests in the annual grant application Provides subsidies to employers that provide training to a participant for a limited time (up to 12 weeks) in exchange for a commitment to hire the participant if the OJE is successful The only component of SCSEP that is specifically designed to provide participants training and preparation for private-sector employment
How Should OJE Be Used? OJE should be targeted to participants who: Are unlikely to get a job without an inducement to the employer; or Can use the inducement to obtain a job at their highest wage and skill level Requires careful targeting of participants and employers and an understanding of the local labor market Should not go to employers who would hire our participants without OJE Should lead to better jobs that last because both parties have a trial period to ensure a good match
New TEGL in Process Changes to the mechanics of applying for and using OJE to streamline the process Request for this option will require an analysis of previous use of OJE and realistic expectations for improvements in performance on the employment outcome measures Reliable data will be essential
What Do We know About the Use of OJE? Data have not been reliable: Getting a little better, but grantees continue to report OJEs during the host agency assignment that are not real The reported percentage of OJEs during the CSA that resulted in a placement has ranged from 42% to 76% over the last five years. In PY 2017, it was 64% Use is insignificant: Over the last five years, OJEs as a percentage of all placements declined from a high of 3.0% in PY 2013 to 1.1% in PY 2017 Over the last five years, OJE placements have averaged $0.71 less per hour than placements without OJEs Difference in unemployment rates for those with and without OJE placements is insignificant: In PY 2017, it was less than 1 percentage point

What is Additional Training and Supportive Services (ATSS) Allows grantees to reduce the amount of grant funds that must be spent on PWFB from 75% to as low as 65% Created by 2007 amendments to OAA and governed by the annual TEGLs that announce the requirements for grant renewal. Part of Optional Special Requests Allows grantees to spend up to an additional 10% on training and supportive services for participants, in addition to the training funded by the 11.5% of the grant designated for OPC
How Should ATSS Be Used Designed to supplement and enhance the paid additional training and supportive services provided to participants in CSA Should be used for skills training rather than soft skills training and basic job readiness, which should be provided by the CSA Like OJE, should be targeted to participants who can take the best advantage of it and not those who will be successful without it Should be focused on training for appropriate jobs that are in demand, offer good wages and working conditions, and will last Design and delivery of training should be informed by research and best practices

What Do We Know About Use of ATSS? Not much. No data on which participants have benefited from ATSS training or supportive services Adding fields to CMS to capture this Number of grantees using ATSS in last four years has gone from 27 to 11 to 9 to 12. Only 3 state grantees in PY 2017 Among those grantees that had ever used ATSS in the last four years, the 12 grantees that used it in PY 2017 fared little better than the 19 grantees that did not: EE -0.3, AE +$374, SL +2.8% In PY 2017, all 31 grantees that had used ATSS in the last four years had performance below the nationwide average: EE 88%, AE 97.6%, SL 94.1%
