Training within the Paris MOU 6th IMO PSC Workshop 29 - 31 May 2006 Training within the Paris MOU Annex 6 Paris MOU Minimum criteria for PSCO’s Training / Development Procedures Harmonization & Standardization One year service as flag State surveyor Master certificate, 1600 tons gross tonnage Chief engineer Naval architect with 5 year working experieince in that field University degree or equivelant, and Trained and qualified as ship safety inspector, and 2 years as flag State inspector English Knowledge of instrument and procedures Exception: all psc officers employed as such before 01-07-1996 Paris MOU on Port State Control Paris MOU on Port State Control

Education International Level National Level 6th IMO PSC Workshop 29 - 31 May 2006 Education National Level Criteria PSCO’s (MOU, Annex 6) PSCO basic training and development Experience International Level Distance learning Paris MoU/EMSA new entrant seminar Expert training Specialized training International exchange programme Paris MoU/EMSA Refresher seminar We can look at the Training and Development efforts like this Primarily the the responsibility lies with the National Authorities: basic training Experience Within the co-operation of the Paris MOU we can doe more. Three levels of training are possible Distance learning Expert training Specialized training And two levels of Development on another level the exchange programme The use of the Internet as tool for learning, development and co-operation. Training Policy Aimed at: 6th IMO PSC Workshop Training Policy Aimed at: new Entrant PSCOs, The Syllabus of Competence and Experienced PSCOs Professional Development Scheme Key words: Knowledge, Understanding, Proficiency, Application Training is a member State responsibility There is no “supranational” training entity Paris MOU on Port State Control Paris MOU on Port State Control

The Syllabus of Competence 6th IMO PSC Workshop The Syllabus of Competence For new Entrant PSCOs Guidance for training content Items to be included in the training Level of knowledge that is required, is indicated Content Paris MoU text, annexes and instructions Relevant instruments Required number of (supervised) inspections The Administration keeps records of all activities All New PSCOs complete the requirements Member states are responsible for the relevant training programme that is required Member States is responsible for the authorization of PSCOs to perform inspections. The Professional Development Scheme 6th IMO PSC Workshop The Professional Development Scheme For experienced PSCOs Covers a period of 5 years Requires the PSC Officer to: Perform a minimum number of inspection per year (10, 25 or 40 (or more) each year) (10 points) Complete a selection of training programmes DLP on Paris MoU Procedures (obligatory) (5 points) Face to face training programme (National, Paris MoU or EMSA) (5-10 points) Gather a minimum of 30 points in 5 years The Administration keeps records of all activities 10 is minimum No averaging over the years DLP procedures is required, others can be freely chosen, in line with certain quality requirements Member States are responsible for the programme Paris MOU on Port State Control Paris MOU on Port State Control
