Teacher Education Chaotic Becoming a teacher-complex/simple Hypercritical period for schools of education; teachers Time of unprecedented change

State and National Challenges Teacher shortage Substitute teacher shortage Changing demographics Our children

Teacher Shortage A decline in teacher preparation enrollments, 9,665 teaching certificates awarded to MI applicants in 2004; 3,696 in 2016 District efforts to return to pre-recession pupil-teacher ratios, Increasing student enrollment, and High teacher attrition. Sutcher, L., Darling-Hammond, L., & Carver-Thomas, D. (2016). A coming crisis in teaching? Teacher supply, demand, and shortages in the U.S.. Palo Alto, CA: Learning Policy Institute.

Teacher Shortage Almost all states report special education teacher shortages Michigan critical shortage list While we used to focus on innovative ways to teach students; we now seem to focus on innovative ways to find teachers High turnover, low interest

Why? 8% turnover of teachers a year $$$ - beginning teachers make about 20% less than college grads in other fields Working conditions Teacher preparation Toxic political environment/public opinion

Response to Shortage Alternative credentialing routes and experimental programs Current certified staff * Full year shortage and basic sub permits Student teachers Daily and full-year basic sub permits Paraprofessionals Annual CTE authorization, full-year basic and expert sub permits

Alternative credentialing route Teachers of Tomorrow - allows individuals to begin working as ‘teachers’ while gaining certification online. “Reducing the qualifications to become a certified teacher is yet another avenue to deprofessionalizing the teaching profession.” - David Crim MEA

Substitute Teacher Shortage 4/2017 Every day roughly 1,200 substitute positions in Michigan classrooms are unfilled* Part of what is causing the substitute shortage is a law passed in December, Public Act 219 of 2015, that requires school districts to pay an extra 20.96 percent if they hire as a substitute a teacher who retired after June 30, 2010. https://www.michigan.gov/documents/mde/2017-18_Critical_Shortage_Retirees_List_555370_7.pdf * Fox17 News Need for Substitute Teachers –Solution for Shortage 4/25/17

Changing Demographics 2014 – Majority/Minority Milestone 2012-84% of 3.4 million school teachers were non-Hispanic white; 7 % non-Hispanic black; 8% Hispanic National imperative to bridge cultural divide

Michigan’s Children 1 in 5 children in poverty 34% in single-parent homes 17% live in high-poverty areas (55%/29%) 46% subsidized lunch 54% not meeting 3rd grade reading standards 67% of 8th graders not meeting math standards Dismal NAEP scores

Teacher Education Chaos to Strategic Convergence? Opportunity Becoming a teacher – creative approaches Hypercritical period for schools of education; teachers/appreciation and value Rigorous standards/scaffolded practice

Raising the Bar National Accreditation - CAEP Partnership Agreement between the Council for the Accreditation of Educator Preparation and the Michigan Department of Education (2013-2020)

National Accreditation - CAEP Content and Pedagogical Knowledge Clinical Practice and Partnerships Quality and Selectivity of Candidates Program Impact Quality Assurances

Clinical Practice Seismic shift Heart of teacher education programs Field-based Modeling, practice, feedback, alignment Shift towards stronger partnership agreements with Pk-20 Residency models

PRE/SAT Professional dispositions Professional competencies – end of program Program impact data Accreditation
