City Council Meeting November 14, 2016 ADOPTION OF 2016 CALIFORNIA CODE OF REGULATIONS TITLE 24 INCORPORATING THE 2016 CALIFORNIA BUILDING CODES, AND NEW STANDARDS APPLICABLE TO BUILDING PERMITS City Council Meeting November 14, 2016

Background Every three years, CBSC adopts new sets of building codes: Residential Building Code Mechanical Code Plumbing Code Electrical Code Fire Code Green Building Code Local jurisdictions must adopt and enforce these new codes.

Background These codes become effective January 1, 2017. Local jurisdictions may amend the State regulations to address issues of local or regional importance such as fire or earthquake hazards. Most cities in LA County adopt local amendments. Staff is recommending that most of the existing amendments be carried over from the 2013 code cycle. Amendments are generally related to more stringent building requirements to ensure greater protections against fires and earthquakes. Examples: Prohibition of wood roofing material. Prohibition of permanent wood foundation system. Requirements related to added structural stability.

New Requirements for Building Permits In addition to the CBC code adoption, staff is recommending new requirements for building permits. The following are proposed to address construction-related concerns: Impose time limits on construction completion. Require the posting of an informative construction sign. Require the installation and maintenance of construction site fencing for the duration of the construction (for certain types of projects).

New Requirements to Building Permits Construction Time Limits: The code currently allows for a building permit to remain active as long as inspections are performed within a 180-day period. The proposed construction time limits are tiered according to the construction type: Building permits shall not be extended more than twice (6-months each). Extension requests will be approved by the Building Official. Payment of an extension fee will be required. If extension request is denied, an appeal can be made to the Code Compliance Hearing Officer. Construction Type Project Completion Time Single-Family 24 months Multiple Family (3+ units) 36 months Non-residential

New Requirements to Building Permits Requirement for Construction Site Signage: New requirement to post a sign in a conspicuous location once a building permit is issued. Such sign shall meet the following requirements: Minimum 2’ by 3’ in size. Include a description of the work permitted. Include contact information for the owner or general contractor. Identify the working hours. Identify the approximate date of completion. Identify a responsible party and phone number. Building permits for interior remodeling and minor work will be exempt from the construction sign requirement.

New Requirements to Building Permits Requirement for Construction Site Fencing: New requirement to maintain 6’ high construction fencing throughout the duration of the construction for certain projects such as: Projects involving grading, trenching or excavation. Projects where the construction area is visible from the R.O.W. Construction at vacant properties. When outdoor storage of construction equipment, building materials or other related items are stored at the front of the property. Fencing is intended to aid in lessening the aesthetic impacts to neighborhoods. Fencing shall be provided with a screening material that is tightly secured to the fencing. Screening material shall be free of holes, vandalism and without advertising.

Recommendation Direct City Attorney to prepare an ordinance adopting the California Code of Regulations, Title 24, incorporating 2016 codes with local amendments and the proposed new building permit requirements.
