Legislative Context Broadly welcome and support the Bill; Necessary intervention to update existing laws; 1975 apartheid era act vs. 1996 democratic Constitution; International norms; 150 existing legislative acts; and Transformatory objectives of government.

Support for Progressive Content of Bill 1 single over all legal framework for RSA; Legal checks and balances; Recourse to courts; Timeframe limits; Valuer General; All types of property; Compensation;

Continued History of acquisition and use of property; Public and owner’s interests; Constitutional commitments to: redress apartheid legacies; just and equitable; access to natural resources; and land reform; Security for victims of apartheid.

Proposed Amendments Compensation for apartheid era expropriations; Arbitration before court processes; and Ministerial power to delegate.
