PERFORMANCE MANAGEMENT PRESENTED BY MIRIAM SOGO AT THE WORKSHOP ORGANIZED BY KENYA ASSOCIATION OF TECHNICAL TRAINING INSTITUTIONS NAIROBI REGION

PERFORMANCE MANAGEMENT Performance management for teachers is provided for in Section 11(f) and 35(i) of the Teachers Service Commission Act Cap 212 which requires the Commission to monitor the conduct and performance of teachers in the teaching service. Further, Regulation 52 of the Code of Regulations for Teachers (2015) requires the Commission to continuously monitor the performance of teachers in curriculum implementation.

Performance Contract (PC) This is an agreement between the TSC and the head of institution that clearly specifies their common responsibilities to be undertaken within a specific period (annual). Performance Contract follows the National guidelines which provide for performance criteria from which the head of institutions are assessed.

PC Performance criteria Financial Stewardship and Discipline Service Delivery Core mandates Access to institutional procurement Promotion of local content in procurement Cross cutting (Asset management, Youth Internships/Industrial Attachment/Apprenticeship, Disability Mainstreaming, Prevention of HIV/AIDs infections, Safety and Security Measures, Corruption Prevention)

PC Process The process of PC requires the Head of Institution to: Download the performance contract from the TSC website www.tsc.go.ke at the beginning of every year. Discuss the PC targets with the County Director to ensure that they are SMART (specific, measurable, achievable, realistic and time- bound) Sign the Performance Contract in the presence of the County Director by the beginning of the financial year.

PC process cont.. Present the PC targets for discussion with the school Board of Management(BOM) Undertake the implementation of the PC targets Discuss the progress of the implementation of PC targets with the Boards of Management (BOM) on a termly basis. Report on the progress of implementation of the PC targets by submitting monthly, termly and annual reports to the County Director for discussion and appraisal.

PC process cont.. Provide evidence of the level of achievement for each target (monthly, termly and annually) for objective rating. Obtain feedback from the BOM and County Director after submission of the reports

TPAD Regulation 52 of the Code of Regulations for Teachers provides that the Commission shall develop an open performance appraisal system for teaches in its employment to strengthen supervision and to continuously monitor the performance of teachers in curriculum implementation at the institutional level. TPAD is a performance evaluation mechanism that assesses the performance of a teacher as per the set standards.

Teaching Standards TPAD has seven teaching standards: Professional knowledge and application Time management Innovation and creativity in teaching and learning Trainee protection, safety, discipline and lecturers/tutors/trainers conduct Promotion of co-curricular activities Professional development Collaboration with guardians, sponsors and stakeholders

1. Professional knowledge and application In this standard a tutor/lecturer/trainer is required to demonstrate mastery of subject content, pedagogical skills, assessment, preparation and use of professional documents such as updated lesson plans, lesson notes, and schemes of work. He/she is also required to maintain trainees’ progress records such as mark books, exam analysis. It also requires a tutor/lecturer/trainer to undertake lesson observation at least once a semester. This standard outlines requirements made in Regulation 42 (1) (a) of the Code of Regulations for Teachers (2015).

2. Time management This standard requires a tutor/lecturer/trainer to manage teaching time effectively by being punctual and consistent in class attendance, adherence to school time table and participation in other school activities.

3. Innovation and creativity in teaching Under this standard, a tutor/lecturer/trainer is required to improvise and use locally available resources for effective teaching and learning outcomes. The tutor/lecturer/trainer is also required to integrate ICT in teaching and learning process.

4. Learner protection, safety, discipline and teacher conduct This standard requires a tutor/lecturer/trainer to have knowledge on trainee protection against sexual, mental/psychological abuse, physical violence. In addition a tutor/lecturer/trainer is required to conduct himself in line with the provisions of the Constitution, TSC Act, and Code of Regulations for Teachers, Code of Conduct and Ethics for Teachers and other laws.

5. Promotion of co-curricular activities This standard measures a tutor/lecturer/trainer ability to organize and guide co-curricular and life skills activities. A tutor/lecturer/trainer is also required to guide trainees to realize their talents and develop them to full potential.

6. Professional development This standard measures a tutor/lecturer/trainer ability to identify individual performance gaps and prepare professional development plan to address the gaps.

TPAD Procedure A lecturer/tutor/ trainer in a post- secondary institution shall be appraised by the head of department or in his/her absence, the Deputy Head of Institution and the report confirmed by the Head of Institution. Reg.52(7) of the CORT. A head of institution in a post- secondary institution shall be appraised by the deputy head of institution and appraisal report confirmed by the Head of Institution.

TPAD Procedure cont… A deputy Head of Institution in a post- secondary institution shall be appraised by the Head of Institution and the appraisal report confirmed by the sub county director A Head of institution in a post- secondary institution shall be appraised by the Sub County Director and appraisal report confirmed by the County Director.

TPAD process The appraisal process will require the tutor/lecturer/trainer to: Download the TPAD form from the TSC website www.tsc.go.ke Set targets based on the prescribed standards in consultation with the appraiser( Senior teacher/Head of Department/ Deputy Head of institution/Head of Institution) Implement the set targets Undertake self- appraisal by rating themselves based on level of achievement for each target.

TPAD Process cont.. Identify performance gaps. These are shortcomings in the teacher’s ability to effectively deliver and master subject content. Provide evidence to guide the appraiser in making an objective rating Have consultations with the appraiser to agree on performance ratings

TPAD Process Cont… Request for feedback from the appraiser Undertake professional support programmes to address the identified performance gaps e.g team teaching, professional courses, subject panels, prescribed Teacher Professional Development (TPD) modules Upload the appraisal data on the TPAD online portal

Provide evidence to guide the appraiser in making an objective rating Have consultations with the appraiser to agree on performance ratings Request for feedback from the appraiser Undertake professional support programmes to address the identified performance gaps e.g team teaching, professional courses, subject panels, prescribed Teacher Professional Development (TPD) modules Upload the appraisal data on the TPAD online portal

TPAD Online Process Open the tsc website www.tsc.go.ke click the online services tab and select teacher appraisal tab. Click on the appraisal tab to open the teacher appraisal page. Log in to the TPAD online portal using your TSC number as username and also as password (you are advised to change the password after the first log in for security reasons). Create new appraisal for the term by clicking on the Create New tab next to your name. Fill in the year, term, appraiser TSC No, counter signing officer TSC No and appraiser title and click on the create button Select the action tab, a drop down menu showing teaching standards view, teaching standards, and teaching standards mass, learners’ progress, teacher development, lesson attendance and appraisal remarks will appear.

TPAD online Process Select the teaching standards mass where you will be required to input the rating per standard. Click the save button Go back to the action tab and click on learners’ progress. Input the data and save. Go back to the action tab and select lesson attendance and input the data then save. Go back to the action tab and select professional development and input the ratings and save Go back to the action tab and select appraisal remarks and Input your (appraise) remarks
