Process for Publication of ISSAIs and INTOSAI GOVs Steering Committee Meeting Beijing 21 – 22 October 2008 Process for Publication of ISSAIs and INTOSAI GOVs Ladies and gentlemen, This proposal is a natural, but independent, extension of the proposal which Kristoffer has just presented to you. In essence, this is a practical manual, offering guidance to INTOSAI subcommittees on how and when to submit ISSAI and INTOSAI GOV drafts to the PSC Secretariat for publication on the issai website – the forum where all public sector auditing guidelines are made accessible to the users. This written process for publication of ISSAIs and INTOSAI GOVs has been prepared at the request of certain subcommittees who raised the issue at the INTOSAI Congress in Mexico last year. We have strived to make it user-friendly and hopefully it will make life for the subcommittees and projects developing ISSAIs and INTOSAI GOVs a little easier. Visitors can be tracked to – C L I C K – 163 different countries, and mainly to the capital cities of these countries. Naturally, we would like to see these figures grow in the coming years and we have recently added a new feature to the site which will hopefully increase the traffic …. First step is to inform the PSC Secretariat of the number of the guideline, its working title and the year in which it is expected to be endorsed by the Congress. This information will be presented as follows on issai.org – CLICK. The subcommittee or project may then decide to publish a preliminary draft of the new guideline – CLICK – but this is not a requirement. The exposure draft is next – CLICK – but before it can be pusblished on issdai.org, it needs to be approved by the PSC Steering Committee. It will then be open for comments from the INTOSAI community and others with an interest in public-sector auditing for 90 days. Point of access is issai.org, but comments should be submitted directly to the subcommittee. After 90 days, the document will be closed for comments, and the subcommittee or project will forward an overview of all the comments received for presentation on issai.org. C LICK - When the subcommitte or project has considered and possibly incorporated the comments received in the new guideline, it will change status and become an endorsement version, ready to be presented to and formally approved by the relevant steering committee and INTOSAI Governing Board. When the document has been approved by the Governing Board, the endorsement version will replace the exposure draft on issai.org.
