Warm-Up: Answer on your own paper—to be collected How was the Declaration of Independence similar to the writings of John Locke? What is the difference between a unitary system of government and a confederacy?

FRQ Identify three weaknesses of the Articles of Confederation. Explain how the Great Compromise combined two competing systems of representation.

Question 1 Identify 3 weaknesses

Question 2 During the Constitutional Convention, two main plans were being debated (the Virginia and New Jersey Plans). The Virginia Plan called for a legislature based on proportional representation and the New Jersey plan favored equal representation. The Great Compromise reconciled these two competing systems by creating a bicameral (two-house) legislature. In one house, the House of Representatives, representation would be based on proportional representation so that states with larger populations would have more votes. In the other house, the Senate, representation would be equal, each state would have two votes.
