Why change? EU Gas Balancing Code sets out the information to be provided by Transmission System Operators (TSOs) to Network Users and the obligations of the Transmission System Operator (TSO), Distribution System Operator (DSO) & Forecasting party in this area GB regime provides information in line with the EU Code. However, there are some impacts: - Non Daily Metered Allocation (NDMA) NDMA Accuracy report Initial allocation

Options UNC modification is required to be compliant with the EU Gas Balancing Code Options are limited as a result but NTS are looking to develop aspects such as the NDMA Accuracy report with industry input

Solution NDMA - additional forecast to the existing D-1 14:00, created for publication by D-1 12:00 NDMA Accuracy Report - a requirement is created for Xoserve to provide an NDMA Accuracy Report [annually] Initial Allocation - the timing stated in E1.6.2 is changed to provide the initial allocation data before the end of the 1st day after the gas day (no system change required)

Recommended Steps The Proposer recommends that this modification should be: Not subject to self-governance because the Proposer believes that as a consequence of implementation there is likely to be a material impact from the proposal on commercial contracts relating to the shipping and transportation of gas and the proposed information provision model completed by these changes has to be approved by the National Regulatory Authority (NRA) Workgroup assessment to develop the modification for 6 months but it is our expectation that this could be completed earlier
