Current definition: UNECE/EMEP Reporting Guidelines 2003 Without prejudice to a Party’s ability to report emissions on the basis of effective methods appropriate to its national circumstances (e.g. based on fuel consumption or distance travelled in its territory) for purposes of assessing compliance with Protocol obligations, Parties… …are encouraged, for modelling purposes, to also report emissions from mobile sources on the basis of where fuels are sold to the final consumer, if they do not choose that method for compliance purposes. Emissions based upon fuels sold to ships or aircraft engaged in international transport should not be included in national totals, but reported separately as memo items

Proposed definition: UNECE/EMEP Reporting Guidelines 2008 15 (a) For emissions from transport, Parties within the EMEP region should calculate and report emissions consistent with national energy balances reported to Eurostat or the International Energy Agency. Emissions from road vehicle transport should therefore be calculated and reported on the basis of the fuel sold in the Party concerned… …In addition, Parties may report emissions from road vehicles based on fuel used or kilometres driven in the geographic area of the Party. The method for the estimate(s) should be clearly specified in the IIR.

Proposed definition: UNECE/EMEP Reporting Guidelines 2008 15 (b) For Parties within the EMEP region for which emission ceilings are derived from national energy projections based on the amount of fuels sold, compliance checking will be based on the reporting on the basis of fuels sold in the geographic area of the Party. Other Parties within the EMEP region [1] may choose to use the national emission total calculated on the basis of fuels used in the geographic area of the Party as a basis for compliance…” [1] Austria, Belgium, Ireland, Lithuania, Luxemburg, the Netherlands, Switzerland, and United Kingdom are in this case.
