Analysis of the reports submitted by Member States on the implementation of Directive 2008/1/EC, Directive 2000/76/EC, Directive 1999/13/EC and further development of the web platform to publish the information Marie Leverton ANV.C.4/FRA/2007/0011

Introduction Project Introduction - Marie Leverton Presentation of the analysis of the implementation of the WID and IPPC Directives - Ive Vanderreydt; Liesbet Van den Abeele; Dirk Nelen Demonstration of IRIS 2, the revisions to the Industrial Emissions Reporting Information System - Ollie Cronk Intro – Aspen F/work project VITO are our partners on this project and they have carried out all the analysis and will be discussing this in detail all.

Introduction to the work to be carried out The main tasks include: Exploring how the IRIS Database currently makes information available, identifying user needs, proposing improved data management and systems architecture, specifying the technology for a revised database (IRIS 2) Analyzing of IPPC and WI Directive implementation in Member States (including making a detailed study of the ELVs and BAT for LCPs and Chlor-alkali works). Building a new website in which to display the information reported by Member States on the implementation of Industrial Emissions Directives (i.e. IPPCD, WID and SED) Test/monitor/maintain the website Phase 1 Phase 2 Phase 3 Phase 4 Phase 1 Phase 2 Phase 3 Phase 4 Phase 1 Phase 2 Phase 3 Phase 4 Phase 1 Phase 2 Phase 3 Phase 4

Objective of the work Working with the Commission, EEA and Member States (MS) with the processing, analysis, and publication of information on various aspects of the implementation, by MS, of Directives: 2008/1/EC concerning integrated pollution prevention and control (‘the IPPC Directive’) 2000/76/EC on the incineration of waste (‘the WI Directive’) 1999/13/EC on the limitation of VOC emissions due to the use of organic solvents (‘the Solvents Directive‘) Further development of the IRIS website

Updating the Industrial emissions Reporting System Clarify the Commission, EEA and Member States (MS) reporting requirements/duties and how better use could be made of reported data to improve compliance with current legislation. Better understand how stakeholders currently use IRIS for processing, analysis, and publication of information on various aspects of the implementation of Directives: Explore how the IRIS Database could make information better available, propose improved data management and user functionality, identify the technology for a revised database (IRIS 2) A user survey was carried out to collect information and stakeholder views

Stakeholders Competent Authorities, Policy Makers, Environment Protection Agencies, Environmental Inspectorates, Other Government Bodies within Member States – All Member States European Industrial Associations – various including some from - Business Europe, CEFIC, CONCAWE, CEPE, Eurofer, Cembureau, Eurelectric also for WID - Eurits, FEAD, Cewep Advanced Users of Reported Data – eg Research Communities (primarily at cross European Level) European Commission DG Environment (EC DG ENV, DGJRC Seville) and the European Environment Agency (EEA) EU NGOs (eg EEB) and Interested Citizens with the Member States Other

Survey Response Who has used IRIS? 42 respondents We carried out a survey to ensure that users requirements were captured and fed into the delivery plan. Of the 42 respondents 16 had used IRIS and 26 had not.

Stakeholder Breakdown Users were mainly stakeholder type 1 and 2 with 3 of type 3 and 1 EC user and 1 NGO user. We asked a series of questions based on the current usage of IRIS, asking all users to respond. All responses stated that they found most areas of the site “really useful” or “quite useful”. The questions that did receive a satisfactory or negative response were as follows:

Survey Responses Positive Responses to current areas of IRIS: General legal and institutional framework aspects Permitting Status – Member States position in relation to a directive Implementation reports – External analysis on the reports provided by Member States in relation to a directive Emission Limit Value Reports - Sector comparison, determination of emission limit values, etc Implementation reports – External analysis on the reports provided by Member States in relation to a directive

Survey Responses Implementation reports – External analysis on the reports provided by Member States in relation to a directive These two questions received the highest response rate: Some users found the external analysis “satisfactory”, this proved an interesting insight. Through the standardisation and harmonisation activity the reports now contain a much wider breadth of information on the directives. In addition, there are now MS factsheets which provide interpreted analysis on a per member state basis allowing MS a snapshot view in addition to the full report.

Survey Responses Background data – Full reports Again there was no additional information on why some users would or did not find this area of the site useful, however this response was able to help us in our delivery. No Background reports have been produced for the new data and we have transferred the background reports for IPPC to enable the EC to manage this. -

Survey Responses Negative current areas of IRIS: Looking at the Emission Limit Value Reports of the MS to: Review changes in reported Emission Limits Values per sector Future Functionality: Do you have any system for collecting information on permitting, IPPC implementation, emission limits, or General Binding rules? 13 – yes 22 – No Only one negative area -

Future functionality Contact Form FAQs Enhanced data analysis News and updates Dissemination fact sheets Contact Form - most answered postively with the main response in “quite useful” FAQ – all answered “Very useful” Enhanced data analysis - most answered postively with the main response in “really useful” News and updates – again most answered postively with the main response in “really useful” Dissemination fact sheets – most answered postively with the main response in “satisfactory” No response on general improvements.
