WG 1 - EC uncertainty analysis Aggregation to the level where all (most) MS can be combined (aggregated level) Trend uncertainty and LUCF should be inlcuded (UNFCCC review process) Guidance needed for MS to make estimates comparable In EC uncertainty estimte, data provided by MS will be used - variation between MS cannot be fully avoided rough checks about differences in MS estimates feedback from EC to MS is important - low or high compared to other MS

Most recent year estimate and 1990 estimate needed next year No gap filling Tier 1 could be used for EC estimate, but Tier 2 can be used for certain categories and for trend "Rule" for correlations between MS in different sectors: default methods correlate unless there is a good reason E.g. N2O from agricultural soils Uncertainty estimate of the EC will be done annually recommended that information on MS is available
