Info infrastructure for knowledge economies Rohan Samarajiva, LIRNEasia

Information infrastructure is a pillar of KE Companies, government, non-profit organizations (including educational) and people must be able to Communicate in multiple forms, locally and globally Retrieve information locally and globally Publish Transact Compute remotely, etc.

Organizations, including those engaged in BPO, require . . . Broadband (at least 256 kbps up and down; always on) that is Readily available In configurations that are responsive to customer needs Including service-level agreements and Redundancy Value for money (price + quality) Generally provided over fixed links, fiber or copper But now increasingly over wireless

People require . . . Broadband (at least 256 kbps up and down; always on) that is Ubiquitous Flexible Value for money For most in Sri Lanka Over mobile networks With common-use sites (telecenters) as complement

Elements common to both, and current status International private leased lines of good quality (including redundancy) and price Domestic backbone available to all operators at cost-oriented prices and on non-discriminatory basis Security and payment infrastructure Three operators after international liberalization of 2003-04; Gateway still not fully open Two major networks; No open access, yet Inchoate payment networks developing in mobile

Home broadband QOS, India & Sri Lanka

Conclusion . . . Much room for improvement Info infrastucture being improved, building on market opening actions such as ending of international exclusivity and issuance of WiMAX frequencies But, not as bad as portrayed in the Book, based on obsolete and tagential data
