ISO 45001:2018 Implementation Occupational health and safety management systems standard – Requirements with guidance for use
ISO 45001:2018 Outline Why is a new standard needed? An overview of the structure of the ISO 45001:2018 standard Overview of the key requirements of the standard Review some key requirements from an implementation perspective.
ISO 45001:2018 Global toll 2.78 million people killed by work accidents and disease 7,600 deaths per day (~ one every 12 seconds) 374 million non-fatal work accidents 2.4 million people killed by occupational disease ~ 4% of world GDP = work accidents and diseases Source: ILO 2017
ISO 45001:2018 Benefits of safety and health management Humanitarian (less work-related injury, illness and death) Business: productivity and profitability customer and worker loyalty reputation, resilience and results
ISO 45001:2018 Why is a new standard needed? Global toll of safety and health failures OHSAS 18001 – well used, but not an agreed international standard Alignment with other management standards and aids integration ISO 45001 looks at the interaction between an organisation and its business environment (i.e. H&S is part of an overall business mgt system).
ISO 45001:2018 Why choose ISO 45001? Provision of a safe and healthy workplace Enables H&S to be integrated with other aspects, such as worker wellness/wellbeing. Organisations with OHSAS 18001 and want to upgrade Organisations have other ISO standards in place Requirements of their customers Global market opportunities Reputation Strategic consideration IMS EMS OHSMS InfoSec QMS
ISO 45001:2018 clauses Based on Annex ‘SL’ Scope Normative references Terms and definitions Context of the organisation Leadership [and worker participation] Planning Support Operation Performance evaluation Improvement Annex A – Guidance on the use of the standard

Where do we want to get to (determine scope and OHSMS)? Context of the organisation Stakeholder/ Interested parties^ analysis PESTLE*/ STEEPLE Analysis SWOT Gap analysis Scope 4.1 and 4.2 Understanding the organisation, the needs and expectations of workers and interested parties Where are we? Where do we want to get to (determine scope and OHSMS)? OHSMS ^ workers, owners, financiers, customers, local community, regulators, competitors, Suppliers, contractors, subcontractors, work reps,, etc and of those who is relevant to the OHSMS. * Political/Economic/Social/Technological/Legal/Environmental – for external issues Internal Issues – e.g. governance, strategies, culture, activities, products, services, participation…
‘Volunteers’ Challenges? Leadership commitment Scope extending to all workers inc. volunteers Ensuring integration into businesses processes and resource H&S at decision making meeting Planning stage Integration Integration and recognition of roles and responsibilities within policy framework (e.g. health and safety policy and processes (e.g. volunteering in IOSH policy, driving at work, etc) Process flow charts Inter-disciplinary/ cross working Implementation Communication plan Agreement/ expectations/ commitments Risk assessment/ information, instruction and training Code of conduct Self declarations Primary contact Challenges? Commitment and Planning Integrated into core business Embedding, Doing, Checking and Acting
ISO 45001:2018 Leadership Certain clauses require action by top management which may not be delegated to others. Developing, leading and promoting a culture…that supports the intended outcomes of the OHSMS. Removal of the ‘management representative’ – now undertaken by top management itself Documented evidence OH&S Policies, objectives are established (e.g. responsibilities, involved, engaged and accountable) Integration Resources are available OHSMS outcomes Consultation and participation processes (e.g. workers involved in decision making process) Continual improvement
ISO 45001:2018 Worker participation Two-way Involve non-managerial personnel (or their reps) Removal of obstacles and barriers (e.g. ignoring worker input) Provision of resource - time, training and information Workers aware they can stop working with no fear of reprisal if a hazardous situation arises. Must establish processes for consultation (e.g. implies two-way comms so workers or their rep can provide feedback) Must establish processes for participation (e.g. implies the contribution of workers or their reps).
ISO 45001:2018 Risks and opportunities Required to consider the context (4.1), the ‘relevant’ requirements of their interested parties (4.2) and the scope for their OHSMS (4.3) when determining risks and opportunities e.g. thinking about internal and external issues you may face and the impact it may have on systems and processes. For every external and internal issue/ need and expectation of interested parties – a risk source may be identified. Should be carried out at both strategic (‘others risks to OHSMS’ and ‘other opportunities to the OHSMS’ and operational levels (‘OH&S risks’ and ‘OH&S opportunities’). Remember ‘workplace’ definition. Be proportionate.
ISO 45001:2018 Making it happen Arrived 12 March 2018 Overwhelming support for publishing OHSAS 18001 now withdrawn 3-year migration period Read and understand ISO 45001 requirements Identify and address gaps Remember root cause identification in investigation process Certification bodies can help
