CTI-CFF Development Partners Message to SOM12

Recap of Partners’ recommendations to SOM11 Celebrate that solid foundations have been laid for CTI-CFF Ratification Establishment of secretariat Appointment of Executive Director Streamline priorities and institutional structures Establish sustainable finance architecture For both national and regional level work Identify opportunities for shared messages at regional and global policy fora e.g. ASEAN, PIF, UNFCCC  Need for clear direction and vision for CTI-CFF

Context Since last SOM, CT Countries have been working to determine their contributions to and alignment with major global policy frameworks Sustainable Development Goals (esp. Goal 14 on Oceans) Paris Climate Change Agreement Value in expressing outcomes and actions of CT not just in terms of biodiversity, but in terms of food security and economic benefits  Need to demonstrate the contribution of the CTI to these broader goals to get greater involvement from other government agencies, private sector, development agencies and funding sources

Recommendations Review Regional Plan of Action in 2017 (due to expire 2020) Review of effectiveness rather than actions Aim is to consider major regional achievements and weaknesses in RPOA and make recommendations for developing strategic direction from 2020 Review priorities for strategic action between now and 2020 to give focus to work plans – what regional actions are still to be achieved and are of high value? Partners willing and well-positioned to support this process

Recommendations Adopt consistent approach for Member oversight of Regional Secretariat To ensure that Members provide support and feedback needed for optimal Regional Secretariat performance Compare with other regional institutions (e.g. SPREP) Regular meetings with subset of members Member annual review of senior staff performance

Recommendations Facilitate greater understanding of CTI decisions and constitution Utilize workspace pages within CTI-CFF website to access and upload up-to-date documents and conversations Maximise impact of external communications Strengthen focus within communications materials on value-add of regional approach Enhance promotion of achievements, knowledge products and lessons learned Demonstrate tangible outcomes achieved through investment to date
