Division of Behavioral Health Tribal Self-Governance Annual Consultation Conference Monday April 1, 2019

Behavioral Health IHS Mission: To raise the physical, mental, social, and spiritual health of the American Indians and Alaska Natives to the highest level. Division of Behavioral Health serves as the primary source of national advocacy, policy development, management, and administration of behavioral health, alcohol and substance abuse, and family violence prevention programs.

Explanatory Statement* “...encourages IHS to provide behavioral health grant funding through contracts and compacts authorized by the Indian Self-Determination and Education Assistance Act rather than through grant instruments to ensure that Contract Support Costs are available.” * 2018 Consolidated Appropriations Act The 2018 Consolidated Appropriations Act, which is the Authorization Language, the Explanatory Statement “encourages” IHS to provide BH grant funding through contracts and compacts authorized by the Indian Self-Determination and Education Assistance Act rather than through grant instruments to ensure that Contract Support Costs are available.

National Tribal Technical Advisory Committee on Behavioral Health Purpose: acts as an advisory body to DBH and to the Director of the Indian Health Service, with the aim of providing guidance and recommendations on programmatic issues that affect the delivery of behavioral health care for American Indian and Alaska Natives. Leadership: Tribal Co-Chair: Ms. Theresa Galvan (Navajo Nation) Federal Co-Chair: Tamara James (Acting DHB Director) Membership: one primary and one alternate representative from each of the 12 IHS areas nominated by IHS Area Directors, in consultation with Tribal leaders must be elected Tribal leaders or a designee selected by Tribal leaders www.ihs.gov/dbh/consultationandconfer/ntac/

March 2019 Meeting in Alpine, CA Joint SAMSHA TTAC Session: Multi-agency Approach to Suicide Prevention Multi-agency Plan for Improving Tribal Data Recommendations Joint tribal advisory committees completed recommendations to be shared with IHS and SAMHSA. Currently being finalized with SAMHSA.

March 2019 Meeting in Alpine, CA National Tribal Advisory Committee on Behavioral Health: IHS DBH provided additional information related to Behavioral Health Initiatives. DBH shared the IHS Strategic Plan and Behavioral Health Priorities Recommendations -- Tribal advisory committee request in-person meeting with IHS Leadership. Results: Agency response is currently under consideration by IHS leadership.

Upcoming Highlights: DBH will administer Opioid Epidemic & Strategy Funding: IHS received $10 Million in Fiscal Year 19 funding under the Special Behavioral Health Pilot Program. A proposed plan of action includes the initiation of Tribal Consultation and Urban Confer on grant funding. A Dear Tribal Leader Letter will be released that covers the background and consultation/confer plan.
