Baseline CNV At the start of the TUCP programme 2013-2016 we developed three tools, partly based on models introduced by the Dutch Ministry of Foreign Affairs, to collect information for the baseline: The “Organisational Checklist” A “questionnaire” based on the organisation assessment model, called “5 Core Capabilities” (5C’s) And the questionnaire on the positioning in the civil society, strongly based on the “Civil Society Index” (CSI)

5 Core Capabilities (5C’s) For each Core Capability CNV-I identified 5 key performance indicators (closely linked to the Organisational Analysis instrument of CNV-I)
Methodology Every 2 years by CNV and PO Participative scoring and debate with PO’s The scoring of the 5C’s is done with whole and half numbers, i.e. 0.5, 1, 1.5, 2, 2.5, etc. Comments, including motivation of assessment
