Recommendations to Congress Labels can retain ownership of pre-72s until 2067, but only if they keep in print, at reasonable price Retain pre-23s for 25 years, same conditions “Termination” would not apply to pre-72s Ownership: whoever owned at time of enactment Must register claimed recordings Orphans become public domain Out-of-Print becomes public domain
Bottom Line “Use It or Lose It” An Orphan Works bill for recordings Reminder to Congress to get moving on Section 108 reform too.
