Seminar on the Implementation of the 2008 SNA in Africa Session 2: Review of the Process of Preparing for the First Draft of the Regional Project Document (ProDoc) Seminar on the Implementation of the 2008 SNA in Africa 11-15 April 2011 Addis Ababa, Ethiopia

Recommendations of the AGNA meeting & DG meeting in last December in Yaoundé Conduct additional evaluation of the status of production of national accounts and SNA 2008 implementation capacity  SNA Assessment Questionnaire. Formulate a single African project for implementation of the SNA 2008 for the period 2011-2015  Regional ProDoc. Organize a roundtable with the participation of all countries to discuss the project  “Seminar on Implementation of SNA 2008”. Undertake advocacy for mobilization of financial resources towards operationalization of the African Strategy for implementation of the SNA 2008. Develop advocacy tool and disseminate them to ensure appropriation of the SNA 2008 by all the stakeholders.

Working Group on Preparation of ProDoc A Working Group on the preparation of the Project Document (ProDoc) on the implementation of the 2008 SNA in Africa gathered from the 11-18th January 2011 in Addis Ababa, Ethiopia. The Working Group is composed of a member of the AfDB and members of UNECA ACS-ESNA. The initial schedule of the Working Group was from 11 to 22 January 2011. The Working Group has worked till 18 January due to the situation in Tunis which obliged the AfDB participant to move back. During the meeting, technical issues were discussed and planned including the way forward for the ProDoc.

The Design of the ProDoc The timeframe: 2011-2015 With Regional Strategy: To operationalize the African Strategy on the 2008 SNA. It will therefore be built on the 40 activities as identified in the framework of the Strategy. With Global Strategy: Clearly reflect the links with the global strategy of implementation of the 2008 SNA. Four operational components: Methodology development, Capacity building, Institutional strengthening, and Advocacy campaign. In addition, an administrative component representing the project implementation unit (PIU) will be included.

The Design of the ProDoc (Cont’d) Common project: of all regional institutions and potential regional stakeholders. In the same spirit, a common trust fund for the project will be established as a unique window for anybody who would like to fund the project. Governance of the project: to be developed by borrowing from the governance structure of the African Implementation Plan for the Global Strategy for Improving Agricultural Statistics.

The Design of the ProDoc (Cont’d) Evaluation and assessment: to have a further and in-depth assessment of the current states Member States in the implementation of the 2008 SNA will be crucial for the design of the Regional Project for the implementation of the 2008 SNA. Pre-events surrounding the implementation of the projects: The ProDoc should go through a regional validation meeting which will be followed by a round table meeting for funding.

Producing First Draft of the ProDoc Following up the above discussion, the ECA members of the Working Group on the preparation of the Project Document (ProDoc) continued to complete the draft version.
