U.S. and foreign air carriers operating passenger flights in, to, or from the U.S. with at least one aircraft with an original passenger capacity of 30 or more seats. Does not cover foreign charter operators who operate flights from a foreign point to the U.S. and return to a foreign location and do not pick up any U.S.-originating passengers. Does not cover all-cargo flights.

Reportable tarmac delays : Tarmac delays of 3 hours or more at a U.S. airport on a scheduled or public charter flight, including a diverted or subsequently cancelled flight.

Part 234 Reporting Carriers ( Currently 15 +1) Form 234 (On- time-performance Report) For all domestic scheduled flights to or from a large hub airport (Mandatory) Form 244 (Tarmac Delay Report) for public charter and intl flights that experienced 3+ hours tarmac delay at a U.S. airport (Mandatory) Form 234 (On- time-performance Report) For all domestic scheduled flights to or from other U.S. airports (Voluntary)

U.S. carriers not covered under Part 234 and foreign carriers Form 244 (Tarmac Delay Report) For all flights that experienced 3+ hours tarmac delay at a U.S. airport

BTS 3-hour Tarmac Delay Data Form 234: large U.S. carriers scheduled domestic flights Form 244: large U.S. carriers public charter and intl flights; small U.S. carriers: all flights; all covered foreign carriers flights to and from the U.S.

Filing Requirements: Monthly report is required for any month during which a reportable tarmac delay has occurred; Report is due on or before the 15 th day of each month following the month during which any reportable tarmac delay occurred; No negative report is required.

The reporting duty under 14 CFR Part 244 is separate and distinct from: The record retention requirement under 14 CFR 259.4(e), which requires covered carriers to retain certain information on tarmac delays of three hours or more for two years.

To register with DOT, log into the eSubmit web application: If the Air Carriers representative is already a registered eSubmit user, then they will need to log into the eSubmit web application to select and add the new Part 244 Tarmac Delay Data to their list of reports they submit. For new users, once logged in, the system will allow you to create a new user account. 9

As of August 1, 2011, carriers will be able to register with DOT, to report PART 244 Tarmac Delay Data. As of October 3, 2011, carriers will be able to access the eSubmit web application to report tarmac delays. 11

Monthly, OAI will be sending all Part 244 reporting carriers this reminder: Part 244 – Reporting of Tarmac Delay Data Reminder Notice This is a reminder notice for all Part 244 reporting carriers. Please submit a Form 244 along with your transmittal letter if you had an occurrence of a 3 hour or more tarmac time. This is in accordance with the reporting requirements in the Bureau of Transportation Statistics Accounting and Reporting Directive No. 303, effective August 23, If you do not have a 3 hour or more tarmac time for the current monthly reporting period, you do not need to submit Form

Reports must be created as an electronic "comma separated values" file, using ASCII text character encoding. The file name is flexible and may be determined by the individual air carrier, but the comma separated values (csv) file format is required. You must use [CSV] or [csv] as the file name extension. 13
