Ideal Spaces CITIZENS ADVISORY COMMITTEE FOR PUBLIC SAFETY FACILITIES October 02, 2018 Ideal Spaces

Ideal Property

Weighted Scores of Land Options Based on site specific criteria, the committee consensus was that the National Guard, Pines Health, Cary Medical and Public Works Sites should not be considered for further analysis. Committee Consensus is that the current fire/ems site should be evaluated by Port City for a combined facility option as well as an option of adding a new stand alone police station. Committee majority indicated that the Birdseye site should be evaluated by Port City for stand alone police station and combined facilities options. Committee majority indicated a third site still needs to be found for consideration. The Mecon (60 Access Hwy) building was not ruled out as the third option, but the committee thought there may be another “ideal” site yet to be considered.

Search for … * Ideal Property * Ideal Facilities

Findings Other properties evaluated provided no significant benefit above sites already considered for a combined facility Police ideal has smaller footprint and is not response time dependent. Police provide more proximal influence (e.g. taking someone “downtown”)

Reserved for Judiciary 8 stalls Cruiser Compound 8 stalls 78 stalls

Cruiser Compound 6 stalls 70 stalls

Options – Lita Simrau, Port City Architects Option A: A combined facility on Birds Eye Site Option B: A stand-alone police station on Birds Eye Site Option C: A stand-alone police station on excess Fire/EMS property Option D: A combined facility on current Fire/EMS site Option E: A stand-alone police station near County offices

Financing Options No Yes Public Safety Grants (e.g. USDA) Requires Referendum No Yes Public Safety Grants (e.g. USDA) Likely cover only a portion of the cost City General Obligation Bond through local institutions Voter Determined local property tax increases City General Obligation Bond through Government Loan sources (Most recent quote was 5% for 30 years through USDA) Public, Private, Partnership Essentially a private build to suit with purchase option and annual lease. Council could raise mil rate to cover cost without a vote
