General (1) Legal basis Monitoring Mechanism (Article 6): annual assessment of actual and projected progress of EC and MS towards fulfilling their GHG commitments Guidelines: evaluation of actual progress at EC and MS level at sector level use of indicators

General (2) Purpose actual progress assessment under MM update of EEA Topic Report No 6/2000 focus on non-CO2 GHG emissions more policy orientation by identifying relevant indicators
